Seattle Public Utilities (SPU) Drainage and Wastewater (DWW) line of business plans builds operates and maintains Seattle stormwater and wastewater infrastructure and works with businesses and communities to prevent control and respond to pollution.
DWW is looking for a Drainage and Wastewater Area Planner who will be responsible for developing neighborhood-scale utility plans to solve drainage and wastewater system challenges and deliver community this role you will be responsible for both the technical planning and community engagement elements of plans that tackle a diverse set of issues and cover a variety of geographic areas throughout Seattle. The resulting area plans will ensure that future SPU investments achieve the Community Vision for Shape Our Water a community-centered plan for the next 50 years of resilient drainage and wastewater systems ().

Job Responsibilities
- Lead the development of area plans for the citys drainage and wastewater systems.
- This includes scoping area planning efforts; overseeing planning processes; coordinating all planning activities; establishing planning goals budgets schedules and criteria; and securing approval of final area plans from SPU leadership.
- Develop and negotiate consultant scopes of work and oversee consultant support of planning efforts.
- Prepare planning documents and develop technical planning reports to inform area plans.
- Coordinate planning and outreach efforts with leads from other City departments working in the same areas as SPU.
- Lead community and stakeholder engagement activities associated with area planning including a high degree of interdepartmental coordination.
- Foster collaborative relationships with diverse communities and stakeholder groups throughout Seattle.
- Prepare and make presentations on planning projects to a variety of audiences including community members and other stakeholders. Present recommendations and/or explain planning activities to department decision makers elected officials and their staff.

Experience
- Requires three years of experience in planning and research related to land use urban economics human services environmental issues conservation; OR
- Other work directly related to City planning and development activities; AND
Education
- A baccalaureate degree in planning urban design environmental studies public administration or related field (or a combination of education and/or experience and/or training which provides an equivalent background required to perform the work of the class).
Desired Qualifications:
- Can produce and deliver a persuasive policy brief concise strategic framework planning document and/or exciting PowerPoint presentation and clear messaging that gets community policymakers and/or businesses to yes!
- Able to articulate name and facilitate dialogue around hard truths and challenges (from all perspectives) in open and constructive ways that invite and allow people to come together to overcome the status quo and develop practice and experiment with innovative alternatives and solutions.
- Understands how to use science data and performance measures (including understanding of geo-spatial and racial/social correlations) to build strong and effective problem-solving approaches and business case evaluations that support utility decision making and investment.
- Able to read a situation and know when the timing is ripe to move forward hold the line try a different approach and when and where more work needs to be done and how to approach that effectively.
- Skilled at building trusting relationships between diverse groups and perspectives and effectively cultivating and uplifting the voices and priorities of communities especially those least heard.
- Able to identify the need for and cultivate partnerships with other departments agencies and businesses who may be better positioned to respond to a community priority than SPU.
- Familiarity with relevant technical fields including GIS hydrologic and hydraulic modeling geotechnical analysis and green stormwater infrastructure design.
Work Environment/Physical Demands:
- Work is typically performed in an office environment.
- Hybrid: This position allows for the flexibility of a hybrid work employees may have the option to work remotely two days per schedules will be agreed upon by the employee and their supervisor.
- Periodically requires working evenings to attend community meetings.

The full salary range for this position is:$54.28 - $63.26 Hourly.
