Job Summary

Pay for contracted classified employees is distributed once/month on the last business day of the month. Pay for employees who work less than full year is spread through August. Questions concerning pay processes may be directed to the Personnel Office.

Job Description: HR Specialist Certificated Personnel

Responsible to: Executive Director of Human Resources

Work Year: 260 days per year 8.0 hours per day (Exempt)

General: The Human Resources Specialist for Certificated Personnel supports all aspects of certificated staffing processes including recruitment onboarding contract administration credential compliance and personnel record management. This role requires a high level of accuracy discretion confidentiality and customer service to support certificated employees and administrators while ensuring district compliance with collective bargaining agreements and state regulations.

Minimum Qualifications:

  • High school diploma or equivalent required; Associates degree in a related field preferred
  • Three (3) years of progressively responsible administrative or HR experience; school district experience preferred
  • Proficiency with Google Workspace Microsoft Office and HRIS systems such as Skyward/Qmlativ
  • Ability to maintain accurate records and manage multiple databases and platforms
  • Strong interpersonal written verbal and public speaking skills
  • Ability to prioritize tasks work independently and exercise sound judgment under tight deadlines
  • Ability to work as part of a team
  • Demonstrated professionalism discretion and ability to perform in high-stress environments (e.g. bargaining investigations)
  • Bilingual skills desirable
  • Ability to maintain regular attendance and flexibility to work beyond a standard 40-hour workweek as needed
  • Commitment to confidentiality customer service and adherence to district policies and professional conduct

Position Responsibilities:

  • Enter certificated employment contracts monthly for payroll
  • Prepare the certificated employee budget
  • Participate in monthly contract maintenance meetings with the certificated bargaining group and attend bargaining sessions as a notetaker and consultant
  • Maintain an in-depth understanding of all certificated collective bargaining agreements (CBAs) to provide accurate guidance and interpretation to employees supervisors and administrators
  • Coordinate recruitment posting screening and hiring processes for certificated positions including attending job fairs confirming open positions fingerprinting placement and proctoring assessments as needed
  • Prepare new hire documentation and ensure compliance with I-9 W-4 fingerprinting and certification requirements
  • Monitor and track evaluations and probationary status
  • Maintain accurate personnel records for certificated employees
  • Process certificated employment actions including hires transfers separations and board approvals; prepare Personnel Reports for the School Board and ensure supporting documentation is complete
  • Track and verify certification endorsement and licensure requirements; send reminders and updates to employees as needed
  • Collect verify and record education credit information for salary placement in coordination with Payroll
  • Support certificated evaluation processes including distribution collection and state reporting
  • Prepare and submit reports to OSPI including S-275 and staffing data
  • Maintain the certificated staff seniority list in collaboration with association leadership
  • Manage National Board bonuses and supplemental contracts for certificated employees
  • Coordinate and prepare materials for career fairs new teacher orientation and recruitment events
  • Assist with risk management tasks including incident reporting and insurance renewals
  • Respond to internal and external requests for personnel data including public records audits and state/federal reporting requirements
  • Maintain department budget records; prepare purchase orders and arrange travel/accommodations for department staff
  • Support submission of the WASA SIRS salary study and other annual reports as needed
  • Demonstrate professionalism discretion and customer service in all interactions
  • Perform other duties as assigned

QUALIFICATION REQUIREMENTS: To perform this job successfully an individual must be able to perform each essential duty satisfactorily. Education and/or Experience: High school diploma or equivalent required; Associate degree or formal training beyond high school preferred. At least three years of experience in payroll and/or accounting preferably in a school district or public sector environment.

Language Skills: Ability to read interpret and apply written documentation including policies procedures and labor agreements. Ability to write clear concise correspondence and communicate effectively in one-on-one or group settings.

Mathematical Skills: Ability to calculate figures such as percentages ratios and payroll-related formulas. Comfortable performing basic algebra and accounting computations.

Reasoning Ability: Ability to solve practical problems and interpret a variety of instructions furnished in written oral or diagram form. Capable of making independent decisions within established guidelines.
