This is a professional-level position that performs complex human resources services and consultation to Local Departments of Social Services (LDSS) in the areas of classification and compensation talent acquisition employee relations training and the application of human resource policies procedures and guidelines. This position functions as a strategic partner in the maximization and value of human capital by aligning HR outcomes with agency initiatives values strategies and stakeholder needs. This position provides direct support to LDSS agency leadership regional offices and other LDSS and VDSS staff as required. This position does not supervise staff but may assume the lead role for major assignments or projects and will provide direct support to: Local departments and regional offices.
Minimum Qualifications
Considerable knowledge of theories principles and practices of human resources management.
Working knowledge of position classification compensation management talent acquisition employee relations policy interpretation and performance management.
Working knowledge of federal and state employment laws and regulations.
Working knowledge of training design delivery assessment and evaluation methods.
Demonstrated knowledge and ability to make independent decisions provide sound recommendations and prevent and/or resolve problems.
Demonstrated strong consulting collaborating and providing guidance skills.
Skill in the use of computers and software applications to include Microsoft Office 365 Apps and Adobe.
Demonstrated ability to plan and prioritize work to meet deadlines goals and produce positive outcomes.
Demonstrated effective oral and written communication skills.

Possess relevant certifications (PHR or SPHR SHRM-CP or SCP HR or Program management certification

NOTE: This position is mobile and will require travel 60-70 percent of the time with possible overnight stays throughout the Piedmont Region of addition occasional travel to Glen Allen Virginia will be required.
