What this job involves
The Assistant Technical Manager functions as the Second Technical Site In-charge of individual Venues responsible for Property Management Services with a focus on technical systems. This role supports the Engineering Manager in ensuring all building systems operate efficiently while maintaining compliance with service standards and regulatory requirements.
Responsibilities:
In charge of the personnel engaged for any technical services in the assigned building site
Provide coaching and training to the technical teams
Act as the point of contact between the Contractor and Venue Operation Team on all matters relating to technical services
Responsible for supervising and reporting all technical services performed under the Contract including those technical services provided by third party contractors
Assist the Engineering Manager (Engineering Lead) to provide professional advice/ technical support for any enhancement/ improvement/ energy efficient operation proposal as well as development of cost-effective maintenance strategy (the cost for the enhancement or improvement works is excluded in the Contract).
Manage and assigned technical team to ensure services are delivered in compliance with the SLA / statutory requirements/ Ordinances and achieve the KPI targets
Support the Engineering Manager (Engineering Lead) in monitoring and liaise with the Relevant Authorities to deliver Services on time and closely monitor quality control and progress of works
Ensure all buildings facilities systems and machinery (including pantry appliances) are in good condition and performing at their highest standard
Deliver the PPM and ensure all work orders are completed on time
Report and monitor technical services delivery and prepare and submit technical reports including reports of Failure Analysis Facilities Availability and Reliability Operation Performance Energy Saving Sustainability and Power Efficiency Analysis
Prepare facilities improvement proposal with budget estimation for achieving target of effective and safety enhancement
Supervise improvement alterations & additions (A&A) works and renovation projects when required
Prepare tender documents for outsourcing works including facilities services repair maintenance renew/replace works test & inspection recondition overhaul fitting-out renovation 25 certification and license renewal services on the Authoritys terms and conditions
Manage vendor procurement processes in accordance with the approved procurement guidelines and policy
Review and monitor the performance of vendors and contractors; Supervise repair and maintenance works of sub-contractors to comply with the service level requirements
Support in budget estimation and preparation for technical services; Conduct routine inspections and prepare inspection reports
Might work at night and during public holidays/weekends
Provide 24/7 emergency call support and site attendance if required; and Other ad-hoc duties as assigned by the Authority.
Desired or preferred experience and technical skills
Degree holder or above in Electrical/ Mechanical/ Building Services or related discipline with relevant professional qualifications with strength at HVAC is preferred
Holder of relevant professional qualifications such as HKIE CIBSE IMechE SOE ASHRAE BSOMES or equivalent is preferable
Registered Electrical Worker with Certificate C0 or above
Minimum of six (6) years of technical services experience of which a minimum of two (2) years in the assistant manager grade of FM/PM operations gained in venues of a scale equivalent to the Venue
Good PC knowledge of MS Word Excel and PowerPoint etc.
Good communication and effective interpersonal skills
Capable to work independently under pressure with minimal supervision
Fluent in spoken and written English and Chinese especially in report writing
