In this exciting role as the Sanctions & Export Controls Sr Analyst you will be responsible for driving day-to-day operational activities to design a sustainable scalable solution to classify UK and EU Dual Use goods ensuring adequate SAP controls are in place to block and release authorized shipments and support escalations.

In addition you will partner with Operating Units (OUs) to assess licensing requirements on products pre-commercialization stage provide guidance on shipments outside of SAP ongoing programmatic work to create and/or improve processes write work instructions and conduct a first line audit to test the efficacy of operational controls. You will also support other Sanctions & Export Controls initiatives and processes to drive optimization standardization and scalability leveraging multiple technology platforms to achieve operational compliance with multijurisdictional regulations.

This role requires cross-functional collaboration with colleagues of all Operating Units (OUs) Supply Chain teams globally Business Development Regional & Global Trade teams Regional Legal Customer Care IT Regulatory Global Trade Legal & Compliance and Business representatives of sanctioned countries to execute on Medtronic mission in all corners of the world.

Responsibilities may include the following and other duties may be assigned.

Spend 50% of time:

  • Implement One Best Way methodologies to determining Export Controls risk on Cryptography Encryption and Authentication technologies embedded in Medtronic items

  • Seek process harmonization and standardization on approach to EU and UK Dual Use review while differentiating where required by regulations using the framework of the multilateral controls (Wassenaar Arrangement) and unilateral controls (EAR)

  • Partner with Operating Units (OUs) and Regional Trade to evaluate Export Controls risk on R&D shipments

  • Support OUs and Regional Trade with commercializing products designated as Dual Use by the EU or UK regulations or above EAR99 designation in the U.S.

  • Conduct licensing gap analysis on Dual Use orders based on the sales forecast. Partner with cross functional colleagues to secure licenses prior to customer requested ship date.

  • Support Regional Trade team on Dual Use classification audit activities

  • Maintain EU and UK Dual Use review procedure serve as a first point of escalation for stop moments related to dual use classification

  • Provide process oversight to block Dual Use items license activation block release and related support to internal stakeholders

Spend 50% of time:

  • Lead end-to-end Sanctions and Export Controls process initiatives to implement operational framework to drive optimization standardization and scalability

  • Work cross-functionally with OUs Customer Care Planning Transport Regional Trade and others to build integrated processes for Sanctions & Export Controls

  • Collaborate with cross-functional colleagues to identify competing needs of stakeholders and negotiate solutions that meet compliance requirements without business disruption

  • Apply highly structured approach to documenting project requirements milestones action items and deadlines to ensure successful role out of new initiatives

  • Conduct risk assessment to address potential gaps or issues found during cross-functional UATs (user acceptance testing) to support final go/no-go decision

  • Analyze large datasets in Excel and present insights through PowerPoint to support business decisions

  • Collaborate across teams to solve problems and adapt to evolving business needs in a global work environment

  • Any other duties as to meet the business needs

Required Knowledge and Experience:High School Diploma or relevant Trade certification or equivalent with 6 years of relevant experience in Trade or equivalent experience (OR an Associates Degree with 4 years experience OR a Baccalaureate Degree with 2 years experience).

For Baccalaureate degrees earned outside of the United States a degree that satisfies the requirements of 8 C.F.R. 214.2(h)(4)(iii)(A).

Nice to have:

  • EU Dual Use classification experience with working knowledge of Regulation 2021/821

  • ECCN classification knowledge specific emphasis on encryption and software controls

  • Intermediate Excel skills (pivot tables grouping data linking data calculations tables charts & graphs formatting)

  • Root cause analysis and problem solving using Lean principles

  • Visual process mapping

  • Ability to research 15 CFR

Salary ranges for U.S (excl. PR) locations (USD):$79200.00 - $118800.00

This position is eligible for a short-term incentive called the Medtronic Incentive Plan (MIP).

The base salary range is applicable across the United States excluding Puerto Rico and specific locations in California. The offered rate complies with federal and local regulations and may vary based on factors such as experience certification/education market conditions and location. Compensation and benefits information pertains solely to candidates hired within the United States (local market compensation and benefits will apply for others).
