Job Title: Administrator Coach TEHCY
FLSA Status: Exempt
Pay Grade: 105

Reports To: Coordinator of Administrative Services
Primary Purpose
To provide leadership coaching and technical assistance to local education agencies (LEAs) in the implementation of the McKinney-Vento Homeless Assistance Act. This includes supporting identification enrollment and academic and support services for students experiencing homelessness. The Administrator Coach will ensure compliance with federal and state requirements and all associated grant requirements. This role also supports the TEHCY Technical Assistance Support Grant by providing statewide technical assistance data tracking and collaboration with TEA and other stakeholders.
Qualifications
Education/Certification
Masters Degree required
Valid Texas Administrative Certification or School Counseling Certification
Texas Teacher Certification
Minimum of 5 years of experience in school counseling or educational administration preferred
Minimum of 3 years of experience in leadership (campus district or ESC)
McKinney-Vento or related program experience preferred
Experience with grant programs is preferred
Special Knowledge/Skills
Team-oriented attitude and desire to work collaboratively with ESC staff campus/district/charter school personnel.
Strong organizational communication public relations and interpersonal skills.
-Deep understanding of the McKinney-Vento Act and TEHCY program requirements
Expertise in coaching
Strong knowledge of federal and state accountability systems including Results Driven Accountability (RDA)
In-depth knowledge of data disaggregation and how to use the data to impact district/campus planning.
Excellent communication interpersonal and public relations skills
Proficiency in technology and virtual collaboration tools
Understanding of TEKS Title I Special Education CTE and other intersecting programs
Experience
Minimum of three years of successful experience in public education
Experience in program development and implementation
Experience in providing professional development and technical assistance
Experience working with at-risk or highly mobile student populations preferred
Leadership experience in a district ESC or state-level role preferred
Essential Duties and Responsibilities

**This position may be partially or completely funded using grant and/or federal monies and is assigned programs to include activities designed to enhance the effective and coordinated use of funds.
Serve as the primary point of contact for LEAs regarding all aspects of TEHCY program implementation offering strategic guidance and responsive support.
Provide individualized coaching to LEA leadership McKinney-Vento liaisons and support staff to strengthen district- and campus-level systems that identify enroll and support students experiencing homelessness.
Offer specialized technical assistance aligned to McKinney-Vento law TEA guidance and national best practices including assistance with local policy development and implementation.
Design and deliver high-quality professional development both in-person and virtual for ESC staff LEAs and community partners using research-based content and adult learning principles.
Support LEAs in creating and monitoring data-informed action plans that improve identification rates academic outcomes and access to services for students experiencing homelessness.
Assist LEAs in understanding and leveraging Title I Part A set-aside funds and other intersecting funding sources to enhance service delivery.
Facilitate cross-departmental collaboration within the ESC and build partnerships with external agencies (e.g. Title I Special Education CTE Foster Care) to promote coordinated wraparound supports for students.
Regularly monitor the fidelity and impact of LEA McKinney-Vento program implementation through coaching logs site visits and stakeholder input; provide targeted feedback and resources to support continuous improvement.
Maintain accurate timely documentation of coaching interactions professional development sessions technical assistance and stakeholder outreach using ESC and TEA-approved systems and tools.
Actively participate in TEA workgroups statewide training sessions and other required meetings to stay aligned with state priorities and promote knowledge sharing.
Contribute to the development and continuous refinement of TEHCY guidance documents tools and templates that support LEA implementation and compliance.
Assist with regional needs assessments TEA-required reporting and stakeholder surveys to inform programming and state-level technical assistance priorities.
Analyze and report on technical assistance trends resolution timelines and stakeholder satisfaction to inform strategic adjustments in service delivery.
Collaborate with TEA to develop implement and refine statewide technical assistance infrastructure reporting protocols and performance management systems.
Ensure full compliance with TEHCY grant requirements including documentation of services monthly reporting and adherence to performance indicators.
Provide specialized support to ESC McKinney-Vento liaisons and coordinators to ensure timely customer service consistency in messaging and adherence to legal obligations.
Stay abreast of all state and federal legislative updates communicate updates to relevant ESC and LEA staff and assist LEA staff with implementing necessary programmatic changes.
Provide coaching on dispute resolution processes parental rights and effective stakeholder communication regarding enrollment and service access.
Provide monthly progress updates to TEA detailing milestones achieved emerging needs and implementation successes and challenges.
Develop and track key performance indicators (KPIs) for TEHCY initiatives including quantitative and qualitative metrics to assess short- and long-term impact.
Lead and participate in regular program performance reviews using disaggregated data to assess trends and identify equity gaps in service delivery.
Offer feedback and strategic consultation to ESC and LEA teams to promote a culture of data use accountability and continuous improvement.
Perform other duties as assigned in alignment with ESC and grant priorities.

Evaluation
Annual performance evaluation will be performed in accordance with the adopted policies of the Education Service Center Region 11. Employment in this position is
contingent upon performance need and funding.
