About the role:

Working style: Hybrid working 3-4 days on-site 1 day work from home.

This pivotal role is responsible for the strategic oversight and operational management of Damp & Mould cases across the London Borough of Waltham Forests housing portfolio. You will lead a dedicated team of surveyors and a Business Support Officer ensuring that all reported cases are responded to promptly with comprehensive inspections and Housing Health and Safety Rating System (HHSRS) assessments carried out to the highest standard. Your leadership will be instrumental in ensuring that key performance targets and service-level agreements are consistently achieved.

A critical element of the role is the management and resolution of Damp & Mould issues working collaboratively with the Repairs Partnering team to ensure that all interventions are effective timely and delivered in accordance with Council standards. You will be expected to uphold high levels of quality compliance and cost-efficiency across all relevant repair contracts working closely with contractors consultants and internal stakeholders.

In addition you will be responsible for maintaining accurate and detailed digital records generating regular reports on performance case resolution and risk and ensuring that all relevant information is correctly entered and updated in the Councils asset management database. This supports wider asset intelligence regulatory reporting and long-term investment planning.

The role places a strong emphasis on resident engagement and satisfaction requiring a resident-focused and empathetic approach. You will work in close partnership with the Building Safety Operations and Compliance teams to ensure that all homes are not only free from damp and mould but also safe habitable and compliant with all relevant housing environmental health and building safety regulations.

This is a key leadership role for someone who can combine technical knowledge team management and a strong commitment to customer service and compliance in a housing context.

Key Responsibilities:

  • Lead the Damp & Mould team overseeing project design cost estimation delivery expenditure and sign-off as needed.
  • Engage closely with residents to document their concerns regarding home conditions.
  • Collaborate with housing and legal teams on potential disputes and disrepair claims.
  • Conduct inspections and audits of contractors specifically on Damp & Mould reviewing completed work verifying invoices and resolving issues.
  • Prepare management reports on deficiencies certifying snagging rectification when necessary.
  • Work closely with the Repairs Partnering team to ensure all work complies with relevant legislation safety quality and productivity standards.
  • Support additional surveying functions within Housing Assets as needed.
  • Conduct consultations identify and resolve issues and escalate complex matters as required.
  • Process and analyze complex data maintaining accurate records and documentation.
  • Address customer practices and mitigate risks escalating concerns to the line manager.
  • Collate process and analyse complex information. Ensure all required records and information are maintained correctly.
  • Challenge customers practice and minimise risk referring concerns to line manager.

Qualifications and Requirements:

  • Experience of administering building contracts.
  • Experience of administering partnering contracts.
  • Experience of building surveying in residential environment
  • Experience of Stock Condition Surveys
  • Experience of HHSRS assessments
  • Experience of liaising with residents
  • Knowledge of Asbestos Regulations.
  • Housing legislation and regulations with particular reference to repairs maintenance
  • Project Management Skills
  • Applying Health & Safety Customer Care and Communications policies appropriately
  • IT literate particularly with Microsoft Office Word Excel.
  • Good report writing skills
  • Relevant Building qualification NVQ ONC Degree or equivalent or vocational qualification in relevant subject or area
  • Evidence of Continuous Professional Development
