Pay Rate:$85/hr.
Start Date: 10/01/2025
End Date: 08/31/2026
Schedule: Monday Friday 8:00 AM 5:00 PM (excluding state holidays)
Position Summary
We are seeking a highly skilled Business Analyst 3 with extensive experience in business process reengineering digital transformation and enterprise-level initiatives. This role will support strategic alignment of business operations with IT solutions requiring deep knowledge of MITA (Medicaid Information Technology Architecture) and large-scale digital change programs.
The ideal candidate is a seasoned professional with 12 years of progressive experience able to bridge the gap between business needs and technical teams while driving measurable improvements in efficiency cost-effectiveness and customer satisfaction.
Key Responsibilities
- Lead Digital Transformation: Drive enterprise-wide digital transformation initiatives identifying opportunities for innovation and designing future-state business capabilities using emerging technologies.
- Business Process Reengineering (BPR): Analyze current-state processes identify inefficiencies and design optimized workflows to improve efficiency reduce costs and enhance service quality.
- Strategic Business Modeling: Develop and maintain business process models (BPMN) capability models value streams data models and organizational models. Use modeling tools to clearly communicate concepts.
- Stakeholder Engagement: Collaborate with senior leadership business units IT teams and external partners to elicit and validate requirements. Translate business goals into actionable specifications.
- Bridge Business & IT: Serve as a liaison between business stakeholders and IT delivery teams ensuring alignment between strategic objectives and technology solutions.
- Change Leadership: Support organizational change management initiatives by facilitating adoption of redesigned business processes and workflows.
Candidate Skills & Qualifications
Minimum Requirements:
- 12 yearsprogressive experience as a Business Architect or similar role in enterprise-level initiatives.
- 12 yearsleading or significantly contributing to large-scale digital transformation and BPR projects.
- 12 yearsexpertise with MITA (Medicaid Information Technology Architecture); State Self-Assessment (SS-A) experience highly desirable.
- 10 yearsbusiness modeling experience with BPMN UML ArchiMate and enterprise frameworks (e.g. TOGAF).
- 10 yearsin analytical problem-solving with the ability to design pragmatic solutions to complex issues.
- 10 yearsexcellent communication facilitation negotiation and interpersonal skills across technical and non-technical audiences.
- 8 yearsproven success working with technical and non-technical groups on complex business problems.
- Bachelors degreein Business Administration Information Technology Computer Science or related field (Masters preferred).
Preferred Experience/Certifications:
- Direct hands-on experience with Health and Human Services (HHS) integrated eligibility systems (Medicaid SNAP TANF CHIP).
- Experience working in government or public sector environments.
- Certifications such as CBAP TOGAF BPMN Lean Six Sigma (Green/Black Belt).
- Familiarity with Agile and SAFe methodologies.
