Job Description

Job Tittle: Business Solutions Analyst

Job Code: RFO #25-030

Location: Sacramento CA

Duration: 12 Months

Purpose:

The Client is seeking to obtain one (1) consultant resource who specializes in business analysis services on existing and emerging technologies business process reengineering training and mentoring on business analysis and agile methodology adoption. The Business Solutions Analyst (BSA) consultant resource is expected to be an experienced team member who can function as Lead Business Analyst Scrum Master Product Owner or Agile Coach.

Minimum Qualifications:

  1. A bachelors degree. Additional qualifying experience may be substituted for the required education on a year-for-year basis.
  2. A minimum of five (5) years of experience applying analytical processes on IT projects. At least three (3) years of that experience must have been in business systems analysis and design.
  3. A minimum of three (3) years of experience within the last seven (7) years serving as a lead business analyst either working independently or directing the work of other business analysts on business processes and systems that required collaboration with cross-functional teams and subject matter experts from business and technical teams.
  4. A minimum of three (3) years of experience during the last five (5) years as part of a software development team writing documents for technical consumption such as business requirements mid-level requirements detailed solution requirements user stories user interface (UI) use cases mock-ups and sequence diagrams.
  5. A minimum of three (3) years of experience during the last five (5) years performing business analysis on processes and solutions that utilized any of the following technologies or standards:
    • Secure File Transfer Protocol (SFTP)
    • Web Services
    • National Information Exchange Model (NIEM)
    • Information Exchange Package Documentation (IEPD)
    • Logical Entity exchange Specifications (LEXS)
    • Java J2EE
    • Oracle Databases
  6. A minimum of three (3) years of experience within the last five (5) years serving as an Agile Coach Product Owner or Scrum Master.

Desirable Qualifications:

  1. A masters degree or doctorate from a recognized college or university.
  2. Six (6) years of experience applying analytical processes on IT Projects. At least three (3) years of that experience must have been in business systems analysis and design.
  3. Four (4) years of experience within the last seven (7) years as a lead business analyst working with criminal history or similar business processes and systems.
  4. Four (4) years of experience within the last five (5) years as part of a software development team writing documents for technical consumption; such as business requirements mid-level requirements detailed solution requirements user stories user interface (UI) use cases mock-ups and sequence diagrams.
  5. Four (4) years of experience within the last five (5) years performing business analysis on processes and solutions that utilized any of the following technologies or standards

Deliverables:
Planning:

  • Analyze impacts to processes procedures and systems due to case law policy changes proposed and chaptered legislation business problems or any factor that may drive the business to look for opportunities to make process improvements
  • Develop and document planning artifacts. The planning documentation may include as required by the BCIA:
    • Business cases
    • Strategic plans
    • Product backlogs
    • Sprint backlogs
    • CDT/PAL documentation and artifacts

Business Analysis Services:

  • Facilitate requirements and design sessions project meetings and status update meetings to all levels of the organization relating to new or modified business processes and supporting systems
  • Maintain and disseminate accurate and timely meeting minutes for sessions facilitated by BSA consultant resource; provide updates of BSA consultant resource key decisions and action items
  • Develop and document Business Requirements for automated partially automated and manual processes and systems. The documentation of Business Requirements may include as required by the BCIA:
  • As-Is analysis to include:
    • Inventory of impacted Stakeholders Processes Systems and Reports
    • Identification of existing documentation (requirements specifications traceability matrixes design architecture test and communication artifacts)
    • Identification of existing automated manual and partially automated processes and systems
  • To-be analysis to include:
    • Meeting with business owners to gather and document requirements
    • Meeting with impacted stakeholders to gather and document requirements
    • Facilitating Joint Application Development (JAD) Sessions:
    • Develop and publish agendas
    • Document and publish minutes with action items timelines and next steps
    • Document JAD outcomes including requirements requirement decomposition assumptions constraints risks issues parking lot items action items and due dates.
  • Gap Analysis:
    • Document current or future business processes and workflows
    • Develop strategies and plans for development and implementation of new business processes or system functionality
    • Serve as subject matter expert for development of training materials for new business processes or system functionality
    • Assist with the development of communication to impacted stakeholders
    • Serve as a subject matter expert during the System Development Life Cycle (SDLC)
    • Provide post Go-Live support
    • Conduct lessons learned and present findings and recommendations at each stage of the development process.

Requirements Analysis and Design:

  • Verify that requirements are accurate complete and align with business needs
  • Conduct requirements analysis to understand the business needs identify the requirements and ensure they are clear concise and unambiguous
  • Conduct requirements design to structure and organize the requirements define how they will be implemented and ensure they are testable and verifiable
  • Conduct requirements validation to verify that requirements are accurate complete and align with the business goals and stakeholders expectations
  • Conduct requirements elicitation gathering information from stakeholders to understand their needs and expectations
  • Assist with change management processes related to changes to requirements ensuring that they are properly assessed documented and communicated to stakeholders
  • Perform impact analysis identifying and evaluating the potential effects of requirement changes on documentation deliverables processes resources risks and stakeholders

Training and Knowledge Transfer

  • Develop execute and control a comprehensive plan for knowledge transfer
  • Provide knowledge transfer and operation support transition
  • Provide a review of the lessons learned
  • Develop strategies and plans for interacting with teams that follow Waterfall and Agile Methodology
  • Train BCIA staff on Agile Methodology
  • Perform the role of Scrum Master Product Owner and/or Agile Coach
  • Facilitate Agile ceremonies such as daily stand-ups retrospectives and demos
  • Provide training sessions and training documentation
