Description

The Human Resources (HR) department is hiring a Senior Administrative Manager. This position is responsible for leading and coordinating the data analysis and forecasting processes budgeting and overseeing administrative operations and supervising a team that provides administrative support. This role ensures financial accuracy operational efficiency and data-driven decision-making across the department. The ideal candidate is a strategic thinker with strong analytical skills a collaborative mindset and a passion for public service.


Location and hours:
This position is hybrid and will be performed both on-site at 625 South 4th Avenue Minneapolis MN 55487 and remote as job duties require. Work hours will be Monday through Friday with typical hours of 8 a.m. to 4:30 p.m. While this position is designated as hybrid based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

This is a full-time benefit-earning position. You must be acurrent regular or probationary employee of Hennepin County to apply for this position. Limited duration employees are not eligible.

In this position you will:
  • Provide strategic direction and oversight for all HR data initiatives.
  • Develop and implement systems for validating collecting analyzing tracking auditing and reporting HR data.
  • Ensure data integrity and accuracy across all HR data systems.
  • Analyze HR data to identify trends and insights that inform decision-making.
  • Communicate complex HR data insights to non-data stakeholders in an accessible manner.
  • Measure the effectiveness and success of HR programs through data-driven metrics and analysis.
  • Prepare summary reports and presentations for Chief HR Officer and countywide distribution.
  • Provide data-related expertise in the development and implementation of the strategic plan and various strategic initiatives.
  • Lead the development implementation and monitoring of annual budgets and multi-year financial forecasts.
  • Collaborate with department leaders to forecast and allocate financial resources to align with departments strategic goals.
  • Analyze budget performance and provide actionable insights and recommendations.
  • Prepare and present financial reports to senior leadership and stakeholders.
  • Manage the administrative team that supports the department including procurement accounts payable accounts receivable records management and office operations.
  • Ensure compliance with internal policies and external regulations.
  • Provide direction and management of the project management team ensuring that the performance of the project management function meets the needs of HR and other stakeholders.
  • Serve as a liaison between departments leadership and external partners.

Need to have:

One of the following:
  • Bachelors degree or higher in business administration or another field related to the position andfive years or more of experience in the planning and administration of organizational operations or programs.
  • Nine years or more of experience in the planning and administration of organizational operations or programs.

Nice to have:
  • Five or more years or more of progressive experience in budgeting forecasting or financial management.
  • Two or more years of supervisory or managerial experience.
  • Experience:
    • Using SQL(Structured Query Language) and Python for data analysis and providing strong analytical and problem-solving skills.
    • Using software skills such asproficient in data software.
    • Using financial software data visualization tools (e.g. Power BI Tableau) and Microsoft Excel.
    • Providing excellent communication and interpersonal skills.
    • In project management.
    • In government or public sector budgeting.
  • Knowledge of ERP systems (Enterprise Resource Planning) such asOracle SAP.
  • Knowledge of local government operations and compliance requirements.
  • Experience or education around addressing racial equity gender equity LGBTQIA equity neurodiversity equity and/or differing ability equity.
