Leadership
- Leads the workforce operational team with clear direction transparency and a sense of purpose.
- Creates a foundation of trust with the operational teams so that the right level of support and guidance can always be provided.
- Looks beyond the present situation and plans for the future taking proactive steps to innovate solve potential problems and position the contracts for growth and resilience.
- Makes decisions based on analysis of the situation understanding the data and assessing risk.
Management
- Sets clear objectives for the Project Directors and determines the best course of action to achieve short-term and long-term goals for the contracts.
- Enables the Project Directors to perform at their best by providing support and guidance identifying training needs allocating additional support where needed (e.g. Peer Mentor) and removing any roadblocks.
- Supports Project Directors in the creation and implementation of their personnel development plan.
- Encourages collaboration and sharing of knowledge between the Project Directors to create a supportive and effective environment.
Operational Delivery
- Oversees all operations to include successful implementation of strategic and business plans company policies and procedures quality assurance and financial initiatives. Ultimately responsible for the day-to-day operations including financial internal quality outcomes external quality outcomes employee relations and compliance with local state and federal law
- Oversees the development of the annual operating and capital budgets for each location and ensures expenses comply with budget constraints and revenue meets or exceeds budgeted goals
- Ensures that all contracts have the right operating model to deliver the contract successfully (including resourcing) and supports the Project Director where improvement or action needs to be made.
- Maintains up-to-date and accurate visibility of the overall performance of all contracts including contractual obligations financials performance targets quality targets and operational risks and issues.
- Holds detailed reviews of the quality and performance of all contracts on a regular basis and puts in place robust action plans to address any issues or under performance.
- Provides high quality and transparent information to the Equus Leadership team for all contracts so that trends risks/issues and immediate actions can be identified quickly.
- Works with the business partners and delivery partners to ensure that the contracts are fully supported.
- Proactively manages the operational risks and issues across all contracts.
- Ensures locations are compliant with client/funding source and regulatory requirements Company and Corporate policies and procedures
- Ensures the provision of quality service consistent with applicable laws/regulations and corporate policies/guidelines/standards.
- Oversees the development/enhancement of office systems/procedures to ensure effective operation and communication internally and with the corporate office
- Reviews/approves location policies based on the companys mission care standards and business practices and compliance with corporate policies and procedures
Customer Focus
- Ensures that the Project Directors are delivering the best customer experience by using Equus established best practices monitoring and managing performance and continuously seeking opportunities for improvement.
- Provides guidance to Project Directors and local teams on how to improve the delivery of services to customers.
- Ensures that sufficient feedback is being sought from customers and any customer complaints or issues are addressed efficiently and timely.
- Always putting the customer first on all decisions and plans made.
Funder Management
- Develops and maintains contact with current funding sources potential funding sources and if applicable local and state legislators and political leaders.
- Leads on the negotiation of contracts ensuring that the right terms are agreed for the customer and business.
- Maintains awareness of funding source/client requirements and legislation that impacts business operations and liability.
- Ensures that the operational team understand the requirements of the contract the expectations of the funder and how the performance targets can be met.
- Works with the funder to address any of their concerns and to put in place additional governance/assurance where needed.
Business Growth
- Seeks to develop the business and nurtures new opportunities identified.
- Works strategically with current and new funders to understand their vision roadmap and future needs.
- Creates and maintains partnerships that improve the delivery of the service and create new opportunities for the business.
- Approves bid/contract development and submission
- Champions change and continuous improvement through recognition education and enabling innovation.
- Ensures implementation of corporate initiatives and directives
Qualifications :
- Bachelors Degree in Business or Human Services required Masters preferred
- A minimum of five years progressively responsible experience with the proven ability to effectively manage systems processes and people
- Experience in Work Force Services industry preferred
- Five plus years of supervisory experience with at least five direct reports
- Maintains relevant professional licensure/registration/certification in the state of practice if applicable
- Demonstrates the experience or ability for strategic development and management at an executive level
- This position requires the candidate to reside in Houston Texas to ensure proximity to key markets and stakeholders. The role also involves regular local travel within the state and occasional out-of-state travel for meetings events or training.
