JOB TITLE: Digital Programme Management Officer

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Digital Transformation Services (DTS) unit within TEC plays a key role in driving and enabling WFPs key priority on Digital Transformation. To effectively do this the team has been changing how it works moving to new ways of managing and building products as well as growing its product lines and scaling efforts in the field. This is requiring new product methodologies that incorporate agile and human centered design into the process. It also requires a rethinking of how to budget plan and resource this new product-focused team and approach.
Due to the wide-ranging and interlinked nature of the projects some of which span across multiple branches capacity to rigorously apply Project Portfolio Management (PPM) discipline is essential. While the role was initially focused on HQ product portfolio management it will now expand to cover all aspects of Digital Transformation Services from Business Engagement Management Architecture Data Corporate Developing and the newly expanding Field Development in Nairobi. This means expanding from allocating and managing a team of product managers to also budget management and reporting for products and the entire DTS unit (multi-million dollar budget) leading the annual work plan process within DTS as well as leading the management of people resources required for the DTS unit. This role will provide analytical capacity to make recommendations that enable management decision-making that delivers maximum value to WFP while optimizing the DTS resources for best outcomes.
The Digital PMO Lead will report to the Chief Digital Transformation Services and will work closely with the other TEC Branches (including office of the CIO) to support both strategic and operational implementation of the priority initiatives with the aim to maintain and continue to build our leadership in digital transformation.
The incumbent will apply his/her portfolio knowledge budget expertise project experience and relationship management skills and establish the portfolio management process. With the support of the various Heads of Units they will coordinate the project portfolio which serves as the information base about all projects services organizational financial and performance data in conformance with TEC standards.
ACCOUNTABILITIES/RESPONSIBILITIES:
Leading the Budgeting Planning and Reporting for Digital Transformation Services
Lead the coordination of DTS inputs and proposals for corporate initiatives such as the Management Plan investment cases and CCI reporting.
(DTS Branches TECADEX) driving and coordinating the planning activities across all its branches including dependencies with other TEC units.
Report on progress against the work plan (outputs) and budget presenting a consistent picture of progress to TEC Management and key stakeholders providing analysis to enable informed decision making to optimize and prioritize activities throughout the year.
Lead the development and subsequent revision and re-prioritisation of budget plans ensuring strategic use of assigned financial resources against set objectives monitoring expenses flagging potential surpluses deficit and unspent balances and recommending corrective action.
Provide input for Corporate Reporting (including and not limited to APR TEC Division Performance Plan Corporate Risk Register Internal Efficiency Gains Capitalization of Intangible Assets etc.).
Responsible for coordinating Audit responses working closely with TECR and internal stakeholders.
Maintain oversight on all recruitment and staffing with the DTS ensuring funding alignment to HR Policy and with staffing strategy.
In collaboration with TECR identify alternatives and recommendations aimed to improve cost efficiency and management of DTS resources.
Support DTS reorganization efforts as teams and digital transformation initiatives continue to evolve to changing needs.
Lead Product Management Office & Team
Lead data analysis with respect to the finalization of cost estimates for Product development continuous improvement and maintenance in DTS to ensure sufficient cost recovery. Look for ways to continue to optimize the cost delivery model for quality product delivery against good value to the business.
Identify risks and appropriate risk management activities ensuring they are executed by product managers.
Support the team in acquiring new digital skills and ways of working that include agile methodologies human-centered design and a shift from project management to product management.
Lead motivate and coach a team of 6 product managers to enable continued development and high performance.
DELIVERABLES AT THE END OF THE CONTRACT:
Develop and implement an issue resolution strategy and process for handling risks and issues for the product management lifecycle;
Portfolio performance (on target for time and budget) tracked and reported to support decision making on day-to-day basis and at Director level.
DTS-wide annual work plan developed monitored and maintained for the in-scope responsibilities;
Workforce plan identified for DTS and incorporated in annual planning process.
Cost optimization project established with clear cost reduction goals identified initiated and monitored;
Product management maturity level increased in TECADEX including portfolio management processes across products standardized improved coordination and integration amongst groups implemented cost and schedule performance improved
WORKING ARRANGEMENTS:
Eligible for Occasional telecommuting as defined in the WFP Human Resources Manual Chapter V Section 7.8. (not applicable as per current TEC directive that all non-essential staff in Rome are required to work from home until further notice).
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University degree in Business Administration Computer Science Mathematics Statistics Information Technology or related fields.
Experience: Minimum 8 years of experience in Programme and Project Management with at least 2 years in IT-related environments and at least 4 years managing a team of people. Ability to work with precision under pressure on multiple activity streams. Ability to work autonomously with minimal supervision as well as to cooperate within a team with pre-defined reporting lines. Proven ability to plan manage and report on budget and resource consumption for large programme and projects with multiple streams or multiple projects.
Knowledge & Skills:
Advanced technical knowledge in monitoring and data analysis through professional work experiences.
Excellent ability in implementing monitoring activities data gathering and analysis.
Good communicator verbal and written.
Strong organisational prioritisation project and time management skills with the ability to coordinate and track multiple projects simultaneously and able to work under pressure.
Results focus and detail oriented.
Ability to influence cross-functionally to manage projects within a matrix environment;
Initiative and drive to meet deliverables on time and within budget;
Organized and attention to detail to ensure projects run efficiently.
Languages: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic Chinese French Russian Spanish and/or WFPs working language Portuguese is a desirable.
