Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $48965 - $61194.00

The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child juvenile justice ACS oversees detention placement and programs for youth in the community.

The ACS Division of Financial Services (DFS) is responsible for supporting planning implementing and monitoring the fiscal functions of the agency in accordance with City State and Federal guidelines. The work of DFS includes managing the ACS budget; submission of monthly claims for revenue; processing of payments to provider agencies and vendors; monitoring the financial health of provider agencies through financial review and audits; maintenance of the ACS bank accounts; centralized oversight of ACS Child Welfare financial eligibility; and data maintenance for financial systems of record.

The Child Welfare Payments Unit is responsible for ensuring that all agency contract subsidy and administrative payments are issued to contracted vendors in a timely manner and in accordance with governing directives so that critical services to children in the legal placement of the ACS Commissioner are provided. Child Welfare payment units process recurring payroll and single-issue care and maintenance special payments and fair hearing payments for Foster Care Homemaking Adoption Assistance Housing Subsidy Schools/Special Education averaging approximately $28-30 million per month.

The Health and Human Services Payments Unit is responsible for processing approximately 5700 payment transactions annually for over 300 contracts across Foster Care Prevention Juvenile Justice Child Family & Well-Being Planning & Measurement Community Partnerships External Affairs and City Council Discretionary Contracts. Payments processed by the Health and Human Services Payment Unit average approximately $27 million per month.

The NYC fellow will be responsible for the below- Acts as principal project manager for foster care contract transitions to ensure timeframes are met

Duties are but not limit to the below

- Perform administrative and management work associated with program goals
- Maintain calendar of events that are related to transitioning planning with relevant fiscal and program partners
- Organize CFO and Fiscal Staff Informational Sessions with contracted foster care providers
- Conduct individual or group training sessions with fiscal staff on budget and invoicing requirements
- Develop ideas for streamlining invoicing processes with contracted foster care agency input
- Contribute to the development of budget and invoice guidance documents to be utilized by agency contract managers and contracted foster care providers
- Track and reports on the progress of fiscal transitioning planning as it relates to budget and invoicing timeframes
- Participate in internal/external networks for the exchange of information and to form relationships for future collaboration
