This position is responsible for the management and oversight of all assigned contracts throughout all phases of the contract lifecycle which involves planning organizing performance monitoring compliance vendor management and change management close out and other activities associated with the contract management process. This position includes creating solicitations requests for procurement action (RFPA). This position requires tracking of expenditures of all types of contracts within the contract life cycle to avoid retroactive contracts retroactive modifications and/or overspending and compliance within COMAR Title 21. This position also includes loading contracts IAAs & MOUs into the CTS system by entering contract information and distribution to all related parties. This position is responsible for maintaining all records documentation and reporting to present to during meetings to Chief of Contract & Business Services Unit Director of Contract & Business Services Unit Facility Management Regional Directors and DJS Executive Management as well as DBM and others.
Some key responsibilities of this position may include but not be limited to the following:
Attend bi-weekly staff meetings with CMU team to discuss all standard active pay contracts with their statuses to plan necessary actions in regards to contracts and contract life cycles.
Prepares conducts and examines performance guarantee and quality assurance reviews and makes recommendations for liquidated damages assessments and corrective actions such as withholding of payment or termination of contract
Review vendor invoices to determine the correct PO has been referenced the budget coding is appropriate and the amounts billed are consistent
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelors degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Masters degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules regulations policy procedures and processes or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
SELECTIVE QUALIFICATIONS
Candidates for this position must possess:
At least two years of contract lifecycle experience with forecasting and budgetary constraints.
DESIRED OR PREFERRED QUALIFICATIONS
The preferred candidate for this position may possess any of the following qualifications:
Intermediateknowledge of Microsoft Excel application
Experiencewith reading/interpreting contract language
Knowledgeof Procurement laws/regulations

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
