Marion County Health and Human Services is currently seeking counselors to join our Addiction Treatment Services this role you will have the opportunity to provide person-centered recovery-oriented substance use disorder treatment and collaborative case management to adults in a trauma-informed care environment. GENERAL STATEMENT OF DUTIES
Perform counseling and case management functions for persons served and their families. Prepare and maintain service records. Primary responsibility of this class is addiction counseling and case management.

SUPERVISION RECEIVED
Work under supervision of a Clinical Supervisor or designee who assigns work establishes goals and reviews results obtained for overall effectiveness. Works within a team and collaborates with other team members.

SUPERVISION EXERCISED
Supervision of others in not a responsibility of positions in this classification.

Typical Duties - Duties include but are not limited to the following

  • Provide addiction treatment services in an outpatient setting servicing adults and their families. Facilitate and/or co-facilitate individual and group services while creating and maintaining a caring and supportive environment. Perform substance testing through the use of breathalyzers urine and/or oral tests. Conduct assessments and determine the level of care and placement most appropriate for the clients. Work collaboratively with clients to develop service plans.
  • Maintain accurate and timely documentation of clinical records in accordance with federal state county and treatment program expectations. Coordinate services with community partners to provide holistic care.
  • Participate fully as a member of the addiction treatment team. Strive to be a supportive reliable positive and professional team member during the development of client treatment planning clinical team meetings client crisis interventions and in other staff meetings.
  • Collaborate with team members in the development coordination and presentations of community educational programs outreach and recovery activities. Occasionally support individuals by accompanying and transporting them to appointments (i.e. court DHS meetings etc.).
  • Other job duties as assigned by your supervisor.
  • Response Level 2: In the event of an emergency employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Staff at this response level must complete Incident Command System 100 and 700 on-line or in-person training.

Requirements for the Position

EXPERIENCE AND TRAINING
  1. Must possess or obtain within six (6) months of hire a current MHACBO (Mental Health & Addiction Certification Board of Oregon) CADC I (Certified Alcohol and Drug Counselor) or higher. The CADC I certification requires education supervised experience hours and successful completion of a written examination. See MHACBO website for requirements.
NECESSARY SPECIAL REQUIREMENTS
  • Must possess a current drivers license in the applicants state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business. The policy can be found at: not be excluded from participation in the federal health care programs (Medicaid Medicare and other federally funded programs that provide health benefits); AND must not be excluded from participating in federal procurement (Federal Acquisition Regulation) and non-procurement activities (Executive Order No. 12549).
  • The finalist for this position will be required to pass a criminal history background check however conviction of a crime may not necessarily disqualify an individual for this position
  • This is a safety sensitive/special needs position. Final candidates selected for this position will be required to pass a pre-employment drug screen including testing for marijuana.   • This is a full-time position which is eligible for overtime.
  • Typical Work Schedule: Hours to be determined - May be Monday through Friday or may be Tuesday through Saturday weekday hours will have shifts 8:00am - 5:00pm and 10:00am - 7:00pm Saturday hours are 7:30 am - 12:30 pm with flexibility depending upon the needs of the department and program.
KNOWLEDGE SKILLS AND ABILITIES
Working knowledge of the general concepts of substance use and mental health disorders; knowledge about community resources. Skills and abilities: delivery of addiction counseling and evaluation and individual group and family counseling techniques; making referrals for persons experiencing domestic violence crisis mental health challenges etc.; keeping privileged information confidential; establishing and maintaining positive working relationships with other employees persons served and their families other agencies and the public; following directions in a professional manner; preparing documentation of services in a timely and professional manner.

PHYSICAL REQUIREMENTS
Operates a motor vehicle; sees using depth perception; stands; sits; moves about the work area; bends forward; climbs one floor of stairs; reaches overhead; lifts up to 10 lbs.; operates a keyboard; speaks clearly and audibly; reads a 12 pt. font; distinguishes colors; hears a normal speech level; uses required universal precautions when dealing with any hazardous situations of coming into contact with client body fluids.

PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Student Loans after 120 qualifying monthly payments under a qualifying repayment plan.
