We are seeking a strong Senior Signals Technical Analyst to provide information for Government use in defining developing and documenting operational maintenance and logistical concepts leading to the development of prototypes proofs of concept modeling and simulations system requirements Concepts of Operations (CONOPS) and Tactics Techniques and Procedures (TTPs). Operate demonstrate and train on current or prototype intelligence information assurance or cyber security systems under test or in use in field or garrison locations. Gather collection statistics and optimize collection systems. Document operations in daily logs and collection summaries. Contribute to technical studies analyses and evaluations of technical mission needs and make recommendations to support decision-makers. Must have an in-depth understanding of the US SIGINT System export issues and SIGINT System collection and processing facilities. Must be capable of maintaining extensive interaction/working relationships among various representatives of the Intelligence Community (e.g. military services Second and Third Party customers and vendors).

Position requires an active TS/SCI with polygraph level citizenship is required.

Required Skills:

Ability to:

  • Support Mission Management and Collection Management activities.
  • Support the implementation of collection-tasking strategies.
  • Provide operational assistance to users during upgrades/installation of new collection systems.
  • Participate in discussions with Offices of Primary Concern (OPC) and customers to promote dissemination of accurate collection assessments.
  • Respond to collection requirements received from Data Orchestration Services.
  • Support the review of collection priorities submitted by the Information and Intelligence Analysis organization.
  • Gather collection related statistics and document operational activities in daily logs and collection summaries.
  • Optimize collection activities in accordance with standard operating procedures and government guidance.
  • Operate demonstrate and provide informal training on current or prototype intelligence systems either deployed or in test.
  • Provide technical assistance necessary to meet collection-tasking strategies.
  • Conduct discussions between various TOPIs and other customers ensuring accurate collection assessments are received/shared.
  • Participate in the review and validation of collection priorities submitted by Information and Intelligence Analysis.
  • Support technical development of junior personnel in the area of SIGINT analytical tradecraft.
  • Provide technical direction and technical support for the development of training.
  • Collect compile and prepare drafts of information related to characteristics of signals based on Government identification of signals.
  • Conduct and document all-source research to identify the communications used by targets of interest.
  • Provide collection summary reports statistics and metrics via formal and informal communications.
  • Maintain knowledge of site capabilities to include end-to-end data flow to help recognize and define collection problems.
  • Provide technical expertise to perform functional analysis timeline analysis detailed trade studies requirement allocation and interface definition studies to translate requirements into system specifications and cost estimates.
  • Provide expertise in the acquisition cycle to support integration of SIGINT systems for USCS customers.
  • Provide expertise and perform technical analysis of prototyping activities.
  • Provide technical analysis of activities as they relate to the fielding of new systems: program management technical planning system design integration verification and validation cost risk supportability and effectiveness.
  • Advise the Government on cost schedule technical and contractual issues.
  • Provide technical assistance for acquisition processes and during the budget development process.

Qualifications: No formal education required twenty (20) years of professional experience supporting a military and/or government cryptologic mission required. Professional experience may include mission support as a military or government collector language or Signal Analyst as it relates to acquiring identifying processing and reporting on electromagnetic emissions.

The pay range for this position is a general guideline only and not a guarantee of compensation or salary.
