Job Description

Overview:

The mission of the Mayors Office of Housing (MOH) is to foster healthy vibrant and welcoming communities for all by ensuring stable green accessible housing and sustainable use of land. MOH oversees programs that create and preserve affordable housing support homeowners and renters provide housing and services to homeless individuals and families and develop city-owned property. MOH seeks to carry out its mission through a lens of promoting diversity equity and inclusion and addressing the effects of systemic racism in our City.

The Policy Development and Research Division of the Mayors Office of Housing supports the department by preparing essential plans and reports required by the U.S. Department of Housing and Urban Development (HUD). The division plays a key role in developing programs and policies assisting with grant writing and providing research analysis mapping and data services. Additionally it oversees the citizen participation process for Bostons annual grant allocations from HUD ensuring that public input is incorporated into the Citys housing strategy. Through its work the division helps shape effective housing policies and programs for Bostons residents.

Under the direct supervision of the Data Manager in the Policy Development and Research division the Senior Data & Policy Analyst is responsible for data-driven policy development research and analysis to support the City of Bostons housing and community development programs.

This role is an exciting opportunity for a passionate analyst to dramatically impact the lives of people in Boston. It is challenging work that requires the ability to manage multiple priority projects simultaneously explore new data capture and analysis methods and represent results in a compelling particular the Senior Data & Policy Analyst will work with MOH senior staff and housing leaders to creatively utilize data to assess our existing programs and help frame new policy proposals to ensure the affordability of housing in Boston in the decades to come.

Responsibilities:

  • Conducts complex data analysis and develops methodologies to assess existing programs/policies and formulate new policy proposals.
  • Models policy options and distills data analysis into policy recommendations using a data driven approach.
  • Conducts spatial analysis and tells a clear story through the presentation of data in maps and other data visualizations.
  • Drafts memos on data analysis as requested by the Director the Mayors Office HUD and other clients.
  • Advises the Deputy Director of PDR and MOH senior leadership on policy and program development.
  • Performs data processing tasks to create and maintain key datasets used in data analysis projects and data requests.
  • Responds to data requests.
  • Authors and/or contributes to reports.
  • Works both independently and collaboratively on assignments creating work plans to advance projects.
  • Performs special projects initiatives and other related duties as required by the position.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • Four (4) years experience in conducting research preparing reports and creating and managing data systems required. Appropriate educational substitutions may be made.
  • Bachelors degree in data analytics research methods statistics urban planning political science or related field required. MA degree preferred.
  • Strong analytical and critical thinking skills.
  • Experience with research for policy development and/or evaluation.
  • Ability to communicate clearly and concisely both orally and in writing.
  • Ability to work independently and collaboratively in a fast-paced environment.
  • Strong time-management and project-management skills to handle multiple tasks according to stated timelines.
  • Ability to exercise good judgment and focus on detail as required by the job.
  • Experience with Excel Google Suite GIS software (ESRI preferred) Business Intelligency Software (PowerBi preferred) and statistical software (e.g. Stata) required.
  • Experience with a database language (e.g. SQL R Python) database management system experience (e.g. PostgreSQL dbeaver R Studio etc) and Salesforce preferred.
  • Familiarity with Boston neighborhoods community development issues and housing policy preferred.

Union/Salary Plan/Grade: SEIU/N/22

Hours Per Week: 35
