Job Description

Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination willcancel any existing list and may last approximately one year but can beextended.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must besubmitted with each application. Applications and Supplemental Questionnairesmust be in the possession of the Human Resource Services Department by 5:00p.m. on the Last Day for Filing. Failure to submit the Application orSupplemental Questionnaire will result in disqualification.

ALAMEDA COUNTY HEALTH

  • The Behavioral Health Department provides mental health and substance use services for people with Medi-Cal and without insurance and supports people along their path to wellness recovery and resilience.

  • The Environmental Health Department works to keep our air water and food safe; it regulates protects and promotes the health of everyone in Alameda County by enforcing environmental health codes to reduce exposure to toxins and diseases.

  • The Public Health Department focuses on community and population-level health preventing and addressing root causes of health inequity across a range of communicable and chronic diseases.

  • Alameda County Health also provides services through Housing and Homelessness Services Emergency Medical Services Agency HealthPAC and Healthy Schools and Communities.



ENVIRONMENTAL HEALTH

Environmental Protection Division (EP): As part of Alameda County Health the Environmental Health Department protects and enhances peoples health and quality of life by ensuring food and recreational safety reducing exposure to toxins and diseases and protecting the quality of our water air and environment. We are environmental protection specialists food and recreation facilities inspectors certified hazardous materials and waste specialists recreational water quality technicians land and water protection regulators and vector control biologists.

For more information about the Department of Environmental Health please visit Materials Division/Certified Unified Program Agency (CUPA):Incumbents assigned to the Hazardous MaterialsDivision/CUPA are responsible for conducting inspections permittingtraining/outreach and enforcement; investigating incidents related to hazardousmaterials waste tire or pollution of the waters of Alameda County; lendingtechnical assistance during emergency response; providing regulatory oversight;and ensuring compliance with applicable laws and regulations.

Local Oversight Program (LOP):Incumbents assigned to the LOP Divisionare responsible for providing regulatory and technical oversight for the routine or frequently seen leaking Underground Storage Tanks and other contamination sites; Providing review and analysis of technical data and evaluates the effectiveness of corrective actions at contaminated sites; Conducting environmental oversight surveys; investigating potential community health hazards; evaluating sites based on current and future use; ensuring compliance with applicable laws and regulations and local ordinances.

Household Hazardous Waste Program (HHW): Incumbents assigned to the HHW Division will be responsible for employee safety efficiency and compliance with applicable requirements during operations and service to the public and businesses including during handling accumulation transport and disposal of hazardous waste and materials collected at a Permanent HHW Facilities and for oversight of all activities at temporary events. Duties include: train and supervise Senior HazardousMaterials (HM) Specialists HM Specialists Environmental Health (EH) Technicians EH Maintenance Workers Clerks and administrative staff and contractor employees to provide good communication and service to the public; material handling packing and shipping recordkeeping and reporting compliant with all relevant requirements; arrange for purchase of all needed equipment supplies services; determine and implement preventative measures to reduce risk of incident injury or disruption of service to the public; coordinate on-call response to monitoring system activation and; take a leading role in response to any incident or emergency.


THE VACANCY

The vacancies are located in the above program areas however the eligible list resulting from this recruitment and selection process will be used to fill vacant positions with or without program-specific specialty designations in this classification. Position designation will result in the selective certification of eligibles who possess the program specific requirements as determined by the supplemental questionnaire screening. THE POSITION

Under general direction conducts hazardous waste investigations and evaluates and interprets problems of environmental and public health hazards. This position works under the general direction of a Supervising Hazardous Materials Specialist.

The Hazardous Materials Specialists are located in the Certified Unified Program Agency (CUPA) Local Oversight Program (LOP) and the Household Hazardous Waste (HHW) Program of the Environmental Health Department. Incumbents conduct investigations and site data analysis for industrial governmental and community sites regarding possible health hazards environmental impact or regulatory compliance concerns. The Hazardous Materials Specialist is distinguished from the Environmental Health Specialist in that the latter is primarily responsible for environmental and public health impacts associated with the improper use or storage of hazardous materials or has responsibility for the safe operation of Household Hazardous Waste Facilities HHWFs. The handling and managing of hazardous waste requires a comprehensive knowledge of the hazardous materials field. Incumbents receive direction from a Supervising Hazardous Materials Specialist.

NOTE: The classification specification lists the duties performed by employees in this classification. However employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

MINIMUM QUALIFICATIONS


Education:
Possession of a Bachelors degree from an accredited college or university with a major in industrial hygiene environmental health science physical science engineering science or a related field AND

Experience:
The equivalent of two years of increasingly responsible full-time experience in hazardous materials management environmental health inspections industrial hygiene practices operations of a HHWF or in a research and resources recovery program in a hazardous materials program. (A Masters degree in an appropriate field may be substituted for the equivalent of year of the required experience).

License:
Possession of a valid California State Motor Vehicle Operators license.

Certification:
Incumbents must be certified under applicable Occupational Health and Safety standards as established within HAZWOPER guidelines within 6 months of appointment.

Special Requirement:
May require working under adverse working conditions and in adverse weather.
When assigned to the HHW employee may be asked to perform various physical demands such as lifting up to 50 pounds bending stooping climbing and walk or stand for prolonged periods of time. When assigned to CUPA/LOP may be asked to walk on uneven surfaces or walk or stand for prolonged periods of time.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the Examples of Duties section of this specification.

Public Health industrial hygiene environmental sanitation environmental contamination geology and engineering practices and principles.
Method techniques and practices used in the determination mitigation and elimination of health hazards.
Pertinent Federal State and local standards guidelines codes laws and regulations.
Basic practices in the transportation and disposal of hazardous wastes.
Statistical methods and survey techniques.
Basic knowledge of operations of a Household Hazardous Waste Collection Facility CUPA/LOP.
Categorizing and packaging hazardous wastes for shipment.
Principles and practices related to environmental contamination.
Computer applications related to work.

Prepare comprehensive reports.
Interpret technical data and reports related to environmental contamination.

EXAMINATION COMPONENTS

The examination will consist of the following steps:

1) A review of candidates applications to verify possession of minimumrequirements. Those candidates who possess the minimum requirements for theclassification will move on to the next step in the examination process.

2) A review of candidates Supplemental Questionnaires to select the bestqualified applicants. Those candidates selected as best qualified will move onto the next step in the examination process.

3) An oral interview examination which will be weighted as 100% of thecandidates final examination score. The oral interview examination may containsituational exercises.
