Job Summary
Under general direction of the Director Employment Services the Manager Employment Services is a working manager responsible for the day-to-day operations of the employment services department. The Senior Manager Employment Services provides quality and timely customer service to the campus community and departmental constituents and advises administrators staff and faculty of administrative policies procedures and legal issues related to employment services functions of the University.
Responsibilities
Student Employment (SE):
- Develop and execute programs events and training workshops for student employees and their supervisors.
- Ensure the administration management tracking and overall and impact of the program align with university standard and compliance requirements.
- Develop and Implement innovative ways to enhance students professional growth at CSU San Bernardino in collaboration with the Career Center and other relevant departments.

- Ensure compliance with applicable federal and state laws and university policies and procedures to ensure that all student
employment processes are accurate compliant and relevant.
- Conduct a regular review of all policies protocols practices and procedures.
- Manage student personnel records procedures and other information used by Student Employment to prepare quarterly
monthly and annual reports.
- Keep abreast of current federal and state regulations pertaining to student employment tax treaties and international student visas.
- Utilize identify and develop current and emerging technologies that enhances the delivery of services.
- Oversee and troubleshoot efforts and identify opportunities to streamline and simplify existing processes and practices. Provide findings to Director and make recommendations for improvement.
- Assist in responding to tasks and transactions within PeopleSoft/Cherwell systems for student employees (i.e. hire change job end job personnel data changes etc.) to ensure timely and accurate processing during high peak times.
- Participate in facilitate/co-facilitate and or organize/coordinate events such as job fairs recognition program(s) College to Career
Readiness and other events.
Compliance and Programs:
- Oversee the background check process and maintain compliance with policy standards.
- Reviews results for all pre-employment physicals.
- Reviews Live Scan results for campus as needed.
- Conducts and/or consults on specialized background checks for UPD in compliance with POST requirements and regulations (background investigations pre-employment physicals psychological evaluations) as needed.
- Oversee internal processes to ensure compliance with all reporting and auditing requirements.
- Ensure compliance with federal state and local legislation pertaining to all personnel matters.
- Annually review and make recommendations to the Director for improvements of Employment Services policies procedures and
practices.
- Oversee the Offboarding process volunteer program and unemployment programs.
Training
- Co-facilitate trainings for the Employment Services Programs.
- Assist or conduct CSU Recruit powered by PageUp training.
Other Job-Related Duties as assigned by Director.
Minimum Qualifications: Required Education and Experience
Bachelors degree in Human Resources Business or Public Administration or related field.
Three (3) years of professional and supervisory related Human Resources and Employment experience.

Preferred Qualifications
- HR Certification (PHR SHRM).
- Experience working in a complex public sector academic or HR environment.
- Extensive experience with project management.
- Extensive experience with training techniques.
- Knowledge of and experience with CSU collective bargaining agreements as it relates to recruitment andposting requirements.
- Knowledge of affirmation action plan administration and data gathering.
- Experience leading a Employment Team in a Higher Education or Public Entity environment is
preferred.
- Experience using PageUp and LinkedIn as a Recruiter and utilizing search firms as needed.
Special Working Conditions
This position requires the ability to work a flexible schedule including occasional evenings and weekends based on departmental needs and event scheduling.
Compensation and Benefits:
Anticipated Hiring Range: minimum $4135 - maximum $8159 monthly due to budget.
The salary offered will take into account internal equity and experience among other factors.
The CSU system provides a comprehensive benefit package that includes medical dental and vision plans membership in the California Public Employees Retirement System (CalPERS) sick and vacation time and 15 paid holidays a year. Academic year schedule: Monday through Friday (8:00 am 5:00 pm) some evenings/weekends.
Summer schedule: Monday through Thursday (7:00 am - 5:30 pm) some evenings/weekends.
This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.
This position is a designated position in the California State Universitys Conflict of Interest Code. The scope of responsibilities for this position includes making or participating in decisions that may have a material financial benefit to the incumbent. Therefore the individual holding this position is required to file an initial Conflict of Interest: Statement of Economic Interests (Form 700) within thirty (30 days) from the date of hire and on an annual addition the individual holding this position must complete the required conflict of interest training within thirty (30) days of their appointment and at least once during each consecutive period of two calendar years following the appointment subject to the Fair Political Practices Commission regulations.
First considerations will be given to candidates who apply by Tuesday June 12 2025 and will continue until the position is filled; however the position may close when an adequate number of qualified applications are received.

Conditions of Employment
Background Check
Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment which may be rescinded if the background check reveals disqualifying information and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.
Drivers License Check
Possession of a valid Drivers License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid drivers license and reflects driving record.
Mandated Reporter
The person holding this position is considered a mandated reporter under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
