Job Description

Construction

  • Observe developments under construction for conformance to plans specifications and other legal documents.
  • Participate in progress and payout meetings.
  • Approve payment request.
  • Preform quality control review on installed material and bring any observed deficiencies to architects attention.
  • Monitor construction progress schedule and change order log. Participate in punch list generation at substantial completion.
  • Verify and initiate issuance of the following Agency documents:
    • Substantial Completion
    • Local Governing Entity Occupancy Certificate Construction Completion Punch-list Final Inspection MBE/WBE section 3 reporting
    • Energy Star or Passive House Certifications.
    • Green Communities Final scoring report.
    • Contractors Compliance with Accessibility form.
    • PHFA Appendix #14 Obtain complete as-built set of construction drawings.
  • Attend and participate in two warranty/guarantee reviews during the first eleven months of operation.
  • Initiate all correspondences and forms required.

Maintenance

  • Inspect occupied property as required by funding program to ensure against deferred maintenance.
  • Establish maintenance files and procedures as required by funding program.
  • Perform reserve for replacement analysis and updates as required by funding program. Meet with representatives of ownership and property management agent to discuss the status of building maintenance and capital improvements.
  • Review drawings work quality materials and equipment required for all upgrades capital improvements and repairs to ensure conformance with Agency requirements/standards.
  • Initiate all correspondences and forms required.

Property Damage Reporting

  • Conduct site inspection once notified of an occurrence.
  • Obtain Property Damage Report from the site.
  • Conduct periodic inspections during the repair process to ensure work quality materials and equipment conform to acceptable standards.
  • Take appropriate number of photos to document damage and progress. Obtain Property Damage follow up report from site at conclusion of repairs.

Rental assistance and Single-Family inspections

  • Perform unit inspections as required by Rental Assistances Programs to ensure clean safe and sanitary conditions are upheld.
  • Perform single family inspections as requested by the Director of Technical Services.

Physical Requirements:

  • Good stamina to walk large construction sites large multifamily complexes.
  • Ability to navigate stairs.
  • Ability to deal with all weather conditions.
  • Ability to talk listen and clearly speak person to person.
  • Ability to talk listen and speak clearly on phone.
  • Ability to type.
  • Good hand coordination.
  • Ability to operate an automobile and drive long day trips.
  • Ability to climb ladders.
  • Ability to bend and crawl.
  • Ability to smell odors.
  • Ability to lift 25 lbs. (Agency signs laptop iPad construction drawings etc.)

Qualifications

Associate of Science - Construction Management Bachelor of Science - Construction Management Relevant experience (3-6 years)

Experience

Relevant professional experience (1-3 years)
