JOB TITLE: Logistics Cluster Preparedness Manager

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Logistics Cluster enables global regional and local actors to meet humanitarian needs. Before crises the cluster works with the stakeholders in high-risk countries and regions in institutionalising national supply chain coordination and promoting a common methodology towards logistics preparedness among the humanitarian crises where these capacities have been exceeded leadership coordination information and operational services are provided. WFP as the lead agency hosts the Global Logistics Cluster (GLC) support team in its headquarters in Rome. It is comprised of a diverse multi-skilled group of logisticians and is mandated by the Inter-Agency Standing Committee (IASC) to complement and coordinate the logistics capabilities of co-operating humanitarian agencies during large-scale complex emergencies and natural disasters. The GLC strategy also includes a special focus on preparedness and on strengthening the response capacity of national actors. The preparedness activities currently focus on putting national authorities in the lead on supply chain coordination for emergency preparedness and response. The GLC support team facilitates the process of convening the cluster community supports the development of the strategy including a strong preparedness component and its implementation in accordance with identified objectives and priorities. The support team is accountable to the Logistics Cluster stakeholders and reports on the progress made against the strategy twice a year during the Logistics Cluster Global Meetings. The GLC support team also provides training guidance support and logistics surge capacity to the active cluster operations reinforcing the capacity on staff on the ground. Objective: Contribute to the implementation of the GLC Work-plan and Logistics Cluster Strategy contributing to the GLC undertaking to strengthen national supply chain resiliency as part of the GLC preparedness activities. Further ensure that Logistics Cluster operations at field level meet the expectations of partners and donors for logistics and preparedness support through coordination information management and service provision. The Logistics Cluster Preparedness Manager reports to the Deputy Global Logistics Cluster Coordinator.
ACCOUNTABILITIES/RESPONSIBILITIES: Emergency Preparedness Responsibilities
1. Coordinate and manage globally the FBPP Project implementation with the respective regional preparedness project managers. Ensure country and regional project reporting is conducted in a timely fashion to a good standard and oversee regular information sharing and updates.
2. Ensure alignment with the Global Logistics Cluster preparedness strategy and design respective project goals and implementation activities
3. Lead and coordinate the Global Preparedness Network ensuring the right partners are engaged and that the group convenes to move the sector forwards in terms of supply chain preparedness activities across the spectrum.
4. Coordinate and manage globally the FBPP Project implementation with the respective regional preparedness project managers. Ensure country and regional project reporting is conducted in a timely fashion to a good standard and oversee regular information sharing and updates.
5. Ensure alignment with the Global Logistics Cluster preparedness strategy and design respective project goals and implementation activities
6. Lead and coordinate the Global Preparedness Network ensuring the right partners are engaged and that the group convenes to move the sector forwards in terms of supply chain preparedness activities across the spectrum.
7. Supervise the Regional Preparedness & Logistics Officers ensuring they lead the implementation of the Theory of Change in the countries under their supervision and in the regional activities they conduct.
8. Where applicable manage FBPP implementation countries in RBD/C region according to the project methodology. Coordinate post-closure country activities including debriefing activities and support in lessons learnt.
9. Advise deployed preparedness officer in project setup to ensure global project objectives are reflected in a country specific project LogFrame the activities implemented and progress monitored. Ensure budget planning spend and monitoring are conducted in line with project norms and methodologies.
10. Coordinate with other GLC departments where and when applicable with particular attention to the synergies between Emergency Preparedness Sustainability and Training.
11. Lead the regular review of monitoring and evaluation mechanisms to ensure an effective and sustainable activity implementation and the incorporation of lessons learned into future programme work.
12. Contribute to fundraising for the Logistics Cluster in general with a focus on emergency preparedness fundraising; represent the Logistics Cluster to prospective donors stakeholders and partners. Responsibilities in Case of Logistics Cluster Emergency Response:
13. Support field operations as required in close coordination with the GLC Management team. Desk Duties:
14. Deploy to cluster operations in the field as Logistics Cluster Coordinator (following the standard TOR or as agreed with CO management) and undertake field support mission to on-going operations when and as needed (up to one month or longer).
15. Provide expert support/guidelines to the Field Logistics Cluster Coordinators for a proper understanding of the Cluster approach and mandate (i.e. provides guidance in terms of Humanitarian Reform milestones CERF/Flash Appeal submission etc.) including supporting the preparation and review of plans reports and other documents.
16. Identify and build productive relationships at global level with counterparts in UN agencies NGOs governments and private sectors to share knowledge and resources
17. Plan organize facilitate and participate in internal/external trainings or workshops related to the portfolio of activities.
18. Other relevant duties as required.
DELIVERABLES AT THE END OF THE CONTRACT:
Programme has been implemented following the Theory of Change and towards anticipated project milestones globally and per dedicated project region and country (roadmap milestones) in case of emergency necessary project adaption has been conducted (reviewed project plan)
Monthly project progress monitoring has been conducted for dedicated project countries (monthly reports cleared and monthly dashboard filled)
Monthly budget monitoring supported and budget planning adapted (monthly dashboard filled updated budget plan)
Global Preparedness Network meetings are convened quarterly with one longer annual meeting; this group has a clear workplan and outcomes/actions are monitored and reported on.
Staff are supervised and supported per WFP rules and guidelines.
In case of operations support support duties have been met (end of mission report where applicable)
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree in Transport Economics Supply Chain international relations Logistics Engineering or related field; or the equivalent combination of education and work experience.
Experience: A minimum of six to ten years of professional experience including: working in an international context; responsibility in a logistics and managerial role; desirable experience in capacity building. Previous experience in emergency responses in lead function is crucial desirable experience in Disaster Risk Reduction (DRR) capacity building extensive experience in working within international coordination systems as well as exposure to the IASC cluster system and especially Logistics Cluster are important.
Knowledge & Skills: Ability to meet tight deadlines and work autonomously under pressure with minimum supervision and as part of a team; good communication skills; excellent written and analytical skills; knowledge of logistics operations and systems; knowledge of humanitarian reform/cluster concept; experience using Microsoft Excel and sound knowledge of Microsoft Windows MS Word MS PowerPoint and other related software. Intercultural skills essential. Willingness to work in challenging environments / field locations
