This position will be a part of the County Central Human Resources working within the Benefits Office who support protect and serve the community every day. As part of the Benefits Office you serve all at the County as we believe their health matters!
Who You Are:
You are an administrative support professional well versed in FMLA/OFLA Leave Administration and general knowledge of Paid Leave Oregon and Washington Paid Family and Medical Leave. Able to communicate clearly and effectively use tact and diplomacy with all individuals and can maintain confidentiality. You are a team player who is able to work independently and takes initiative to keep operations flowing smoothly. You provide excellent customer service and enjoy assisting others. You are organized and make sure the small details are addressed. You work effectively within a diverse workgroup that fosters a commitment to equity inclusion and diversity that provides a sense of safety trust and belonging for all. This detail-oriented position serves as one of the FMLA/OFLA Leave Administrators along with coordinating Paid Leave Oregon Washington Paid Family and Medical Leave and administering catastrophic leave donations County paid COBRA waiver of life insurance premiums short and long term disability insurance programs and assists with open enrollment activities. The primary responsibility is to carry out and administer FMLA/OFLA leave laws including familiarity with new laws such as Paid Leave Oregon.
Essential Job Functions:
County Leave Administration
Provide direct administration of FMLA/OFLA for six County Departments
Support employees with Paid Leave Oregon which is administered by the OregonEmployment Department
Subject Matter Expert for FMLA/OFLA Paid Leave Oregon Washington Paid Family andMedical Leave Military Leave and general leave administration; this includes reviewingemployee FMLA/OFLA eligibility and medical certifications approving and denying leaves ofabsence and tracking leave entitlement
Consult with County departmental HR Staff about leave issues policy interpretation(personnel rules labor contracts past practices insurance contracts federal and stateregulations) and problem resolution
Regularly provide assistance to supervisors managers HR analysts and employees whohave questions concerns and problems with leave administration FMLA/OFLA and PaidLeave Oregon use and eligibility requirements
Provide training and guidance to County HR staff on employee leave of absences and howthe varied leave programs (Long/Short Term Disability FMLA/OFLA Paid Leave Oregonand Catastrophic Leave Donations) coordinate
Monitor and review of time entry and action within Workday for consistency and accuracy consulting with departments to correct or revise when inconsistencies are identified
Design and deliver training regarding OFLA/FMLA and Paid Leave Oregon
Serve as a member of the Countys FMLA/OFLA steering committee to help developconsistent practices and policies for FMLA/OFLA administration
Perform research for the FMLA/OFLA Committee members under Oregon AdministrativeRules and Federal CFRs including preparing information about State and Federal lawchanges that might occur
Disability Administration
Support supervisors HR managers and employees to investigate analyze and writecomplex reports regarding time/wage loss by researching absences for supervisors or HR
Analyze options available to the employee via short or long term disability program
Research and analyze any concerns/discrepancies on disability claims comparing theactivity with labor contracts personnel rules and our vendor contracts
Coordinate eligibility for catastrophic leave pay and disability pay to insure employees arenot overpaid
Responsible for development improvement and maintenance of disability/leave databasetracking by monitoring time entry and leave data by departments for accuracy andconsistency
Monitor active disability claims and other benefit landmarks to advocate for disabledemployees
Analyze monitor evaluate and track accuracy of medical leave status reported in Workday

Minimum Qualifications/Transferable Skills*:
Bachelors degree or experience may substitute for a degree
1-2 years experience in leave administration
Advanced spreadsheet skills (Microsoft Excel)

More than 2 years of experience in leave administration
Experience administering FMLA/OFLA in a union environment

Hybrid Telework: This position is designated as hybrid telework meaning you will be working both remotely (from home) and in person at an onsite location. The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is the Multnomah Building: 501 SE Hawthorne Blvd. Portland OR 97214.
Schedule: Monday - Friday; Monday/Friday are remote and Tuesday/Wednesday/Thursday are onsite. There may be some flexibility with daily start and end times.
