Salary:Currently $49638.36-$92138.12 (DOE) still being negotiated for 2025-2026.

Job Summary:
To develop plan implement and evaluate instructional programs for children. This includes working closely with families and other agencies serving these children participating in eligibility evaluations providing service coordination for Individualized Family Service Plans (IFSPs) and functioning as a member of a collaborative service team.
Essential Duties and Responsibilities:
- Provide educational consultation to EI/ECSE staff and mainstream staff in the areas of special education behavior management instructional strategies and materials child progress evaluation and general problem-solving.
- Provide guidance to EI/ECSE and mainstream staff regarding legal requirements related to assessment and IFSP management.
- Assist parents and support staff as necessary in implementing instructional programs prescribed by physical therapists occupational therapists and/or speech-language pathologists.
- May be responsible for following EI/ECSE intake and referral processes and conducting necessary assessments.
- Provide consultation on child behavior and teach behavior management techniques.
- Complete required reports IFSPs and other forms promptly and in an acceptable manner.
- May serve as a liaison between the EI/ECSE program and Head Start community preschools daycare centers and local school districts when functioning as an itinerant service provider.
- Order use and maintain appropriate program materials and equipment.
- Collect and record data on childrens progress toward instructional goals.
- Maintain computerized database management systems for individual children.
- Design coordinate and supervise the activities of instructional assistants and volunteers.
- Assist EI/ECSE staff with all aspects of internal program transitions and with the transition of children to public school programs.
- Prepare special education materials and conduct eligibility determination meetings for children.
- Serve as an IFSP service coordinator and/or educational consultant for selected children enrolled in community preschool and daycare settings.
- Attend staff meetings and serve on committees advisory groups etc. as needed or as directed.
- Participate in staffing and placement decisions for children determined eligible for the EI/ECSE program.
- Possess or quickly acquire basic technology skills including the use of email word processing spreadsheet and database software necessary to perform job duties efficiently.
- Attend work regularly and as scheduled.

Qualifications:

- Must possess a minimum of a Bachelors degree in Early Childhood Education Special Education or a related field.
- Individuals without a TSPC endorsement in EI/ECSE or a related field must possessor have the ability to obtainthe Early Childhood Specialist Authorization within 12 months of employment.

- Ability to apply common sense understanding to carry out instructions provided in written oral schedule or diagram form.
- Capable of addressing problems involving multiple variables in diverse situations.
- General knowledge of computer use and proficiency with database software email internet browsers spreadsheets and word processing programs (e.g. Google Docs Forms Calendar; Microsoft Word Excel PowerPoint).
- Demonstrates sound judgment and the ability to work in an environment with frequent interruptions.
- Ability to work independently with minimal supervision.
- Must hold a valid Oregon Drivers License.
- Must be able to obtain and maintain valid CPR/First Aid certification.
