TITLE: Logistics Cluster Operations Specialist T

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Logistics Cluster enables global regional and local actors to meet humanitarian needs. Before crises the cluster works with the stakeholders in high risk countries and regions to strengthening national supply chain resiliency enhancing coordination and promoting a common methodology towards logistics preparedness among the humanitarian community. In crises where these capacities have been exceeded leadership coordination information and operational services are provided. WFP as the lead agency hosts the Global Logistics Cluster (GLC) support team in its headquarters in Rome and where applicable engages as provider of last resort. The GLC is comprised of a diverse multi-skilled group of logisticians and is mandated by the Inter-Agency Standing Committee (IASC) to complement and co-ordinate the logistics capabilities of co-operating humanitarian agencies during large-scale complex emergencies and natural disasters. The GLC support team supports Logistics Cluster field operations facilitates the process of convening the cluster community supports the development of the strategy and its implementation in accordance with identified objectives and priorities. The GLC support team also provides training guidance support and logistics surge capacity to the active cluster operations reinforcing the capacity on staff on the ground. Reporting Line: The Logistic Cluster Operations Specialist reports to the Head of Operations where additional technical tasks are assigned a technical reporting line can be added.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Supervise the global Logistics Cluster Service Provision and Service Management team to ensure support to field level operations is provided. Support assessment of operational needs and define adequate set up to implement Provision of Logistics Services. Support with all relevant aspects of Service Provision and Service Management including - but not limited to Relief Item Tracking Application (RITA) project set up access and management establishment of partner agreements and dissemination of standards and best practices to GLC field operations.
2. Support with development of Service Provision and Service Management training tools. Support the identification of training needs. Provide when and where needed trainings to relevant staff.
3. Establish and maintain tools processes and procedures for conducting technical reviews of country operations to ensure compliance with internal guidelines.
4. Establish and maintain tools processes and procedures and normative guidance within the cluster as well as with Lead Agency to better leverage WFP capability to contract and handle NFI and cluster related activities.
5. Contribute to increasing Service Provision and Service Management knowledge at HQ level though the provision of training and support Logistics Cluster officers and key data and content staff to obtain key information on service provided from RITA.
6. Advise on NFI tracking solutions at corporate level and support the use of RITA as corporate NFI tracking tool by expanding RITA features and promote its potential with internal stakeholders.
7. Assist with identification of user errors application technical issues and software bugs identify analyzeaddress these issues and fix them support with implementing Service Provision and lead Service Management activities in line with guidance and increase performance (Service Provider and Service user).
8. Assist with additional testing and development of RITA to meet emerging needs and address recommendations of lessons learned and evaluations.
9. Lead the development of technical guidance for Logistics Cluster operations including handling and legal requirements for cargo in field operations and global guidance including the Logistics Operational Guide (LOG) ensuring close coordination with relevant WFP units and with partners.
10. Lead the organization and implementation of after-action reviews and lessons learned exercises and ensure relevant lessons are included in updated guidance and tools. Maximize and center partner views throughout the process. 11. Establish and monitor agreement structures for cooperating partners raising awareness amongst country level partners and WFP staff including the finalization and launch of version 1 of the Logistics Cluster cooperating partner guidelines. Establish feedback pathways for ongoing revision of structures and guidelines.
12. Incorporate in the SepSem team the operational liaising between donor and user of donated transport opportunities. Contribute to the elaboration improvement and operationalization of the tools.
13. Map out internal resource needs inside GLC to provide ongoing technical support.
14. Build solid cross-functional relationships with other team leads within the Cluster and with relevant departments and staff in WFP at large to ensure common understanding of the standards and policies and to ensure the standards and policies reflect the reality of operations.
15. Support field operations and global project rollouts in close coordination with the GLC Information Management team and other relevant workstreams within the team.
1 6. Within the Global Logistics Cluster cell act as technical expertise on cluster coordination capacity strengthening of national responders and common logistics services and make appropriate recommendations
17. Deploy to cluster operations in the field as Logistics Cluster Coordinator and undertake field support mission to on-going operations and activities when and as needed (up to three months). This includes scoping missions Gaps and needs exercises lessons learned exercises training of workshop attendance and facilitation or others required field support.
18. Lead the implementation of new Logistics Cluster operations in the aftermath of a disaster or conflict in accordance with the GLC Head of Operations. 19. Monitor and support in the alignment of in country Logistics Cluster activities with CSP and national level funding situation.
20. Assist in the preparation and review of Country Strategic Plans and other corporate documents for the implementation of the cluster activities (operations and preparedness).
21. Develop initial deployment and budget plan per country and Advise and assist in identifying and mobilizing the necessary resources (i.e. financial HR and assets) for the implementation of the cluster operation or preparedness project activities
22. Provide support for Lessons Learned missions or gaps and needs assessments where required and ensure lessons are taken into considerations when implementing activities.
23. Support HR process on country specific ToR definition selection and staff onboarding
24. Analyze context of country or region and lead and advice on the design and management of supply chain networks to ensure Logistics Cluster operational optimization.
25. Engage closely with Field Logistics Cluster Coordinators and staff to maintain the proper overall understanding of the environment and the situation developments of the countries/regions under her/his responsibilities also using other sources of information (e.g. OPWEB Reliefweb etc.)
26. Provide expert support/guidelines to the Field Logistics Cluster Coordinators for a proper understanding of the Cluster approach and mandate. 27. Identify and build productive relationships at global level with counterparts in UN agencies NGOs governments and private sectors to share knowledge and resources.
28. Keep the Field Logistics Cluster Coordinators informed of all cluster related communication information and tools available at global level.
29. Contribute and drive the exchange of information between stakeholders (WFP partners at global level sector) and with the field.
30. Plan organize facilitate and participate in internal/external trainings or workshops related to the portfolio of activities.
31. Ensure continuous and structured information archiving on the Logistics Cluster operations and activities assigned to. Provide periodic updates and inputs related to the activities of the Logistics Cluster activities and its participating organizations and monitor and guide towards timely reporting according to requirements. The forum and format of the reporting may vary. Exchange information closely with other desk officers management and other workstreams. 32. Ensure a well-defined Service Provision system/process is in place at operations level when common logistics services are offered. Review Standard Operating Procedures (SOP) and support Cluster Coordinator to keep a consistent oversight on services provided. Ensure that the Relief Item Tracking Application (RITA) is implemented correctly where and when required.
33. Use RITA and run the relevant reports to ensure operations are updating the information in a timely manner. Check the status of consignments and note and report key issues to operations.
34. Contribute in the definition of the logistics strategy within the GLC policies and procedures and support effective integration of Logistics Cluster operations services and projects including coordination with other organizations.
35. Support the planning organization and facilitation of workshops / trainings in country.
36. Support the development and management of GLC projects focused on logistics Service Provision and Service Management accountability reporting & technical information sharing (SOPs guidance service user and service provider manuals); including the cargo/service.
37. Other duties as required
DELIVERABLES AT THE END OF THE CONTRACT:
Per above contribute to the implementation of the GLC Work-plan and Logistics Cluster Strategy to ensure that Logistics Cluster operations at field level meet the expectations of partners and donors through coordination information management and service provision.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced university degree in social sciences international relations communications journalism or related field; or the equivalent combination of education and experience.
Experience: A minimum of eight years of professional experience including: working in international contexts and responsibility in a logistics and managerial role. Previous experience in emergency responses is crucial extensive experience in working within international coordination systems as well as exposure to the IASC cluster system and especially Logistics Cluster are important. Substantial technical experience related to cluster coordination and common logistics services.
Knowledge & Skills: Ability to meet tight deadlines and work under pressure with minimum supervision and as part of a team; good communication skills; excellent written and analytical skills; knowledge of logistics operations and systems; knowledge of humanitarian reform/cluster concept; experience using Microsoft Excel and sound knowledge of Microsoft Windows MS Word MS PowerPoint and other related software. Intercultural skills essential.
Languages: Fluency in spoken and written English. An additional UN language is a plus
