ACCOUNTABILITIES
The job holder is accountable for the following activities during CPP Jacket bridges and Flare :
- Advise Contractors objectives and expectations for HSE accountability and performance of Lifting Activity .
- Ensure flawless operation of Handling and Lifting and continuous improvement during yard Construction activities.
- To assess analyze plan supervise and assist in execution of lifting operations carried out by CPP Contractor and Subcontractor/Vendors at the main Topside Construction worksite and at SUBCTRs facilities during the execution phases to ensure that his disciplines contractual and technical requirements are duly applied by Contractor and/or Subcontractors.
- To ascertain that the Lifting / Handling operations for CPP Topsides facilities are carried out as per the project requirements the job holder verify and approve Contractors and/or Subcontractors/Vendors - lift Plans procedures and methodologies and ensure that Contractor and/or Subcontractors/Vendors have adequate equipment resources means and manpower to perform the job with the required quality level and to complete it in due time.
- To ensure systematic and methodological approach to Lifting Operations and assist Construction team by establishing reliable system of documentation processes and personnel competency assurance.
- He reports on a day-to-day basis directly to the Company Site representative.
- To lead the Yard Lifting Supervisors and as such is acting as a team leader informing and motivating them adequately and giving them clear priorities/directions for the performance of their duties. He also provides them support and assistance in their organisation job scheduling and coordination with other disciplines to ensure quality and timely completion of their work.
- To provide assistance to the CPP Jacket Bridges and Flare Construction team with all matters related to his discipline. He liaise with CPY Structural Superintendent during lifting & Erection of STR blocks and other Discipline Superintendent and supervisors for various components related to their scopes.
- The job holder is also accountable for demonstrating individually an exemplary behaviour with regard to HSSE rules & requirements.
- To implement the NOC Technical Referential and applicable local and international codes.
- The Job holder may also have to be involved in his discipline activities during CPP Topsides Jacket and bridges hook-up installation and offshore commissioning phases.
- The CPP Jacket Bridges and Flare SLS has a Hierarchical/Functional Link to the Company Site Representative.
ACTIVITIES
- To promote & comply with applicable safety instructions and other Company HSE procedures in all activities.
- To carry out work in compliance with Company values and policies relevant laws and regulations agreed Company priorities and objectives Company standards and procedures and good industry practices.
- To treat all information obtained during course of the work with confidentiality.
- Participate in various Risk assessment & Hazard identification meetings with Contractor/Subcontractor wrt Discipline matters.
- Provide expertise in daily handling & lifting activities including the categorization of lifts Selection of equipment for Lifting Operation participate in lifting appliances inspections attending Tool Box Talks Post job debriefs Lessons Learnt etc.
- Perform technical review of relevant Contractors and suppliers procedures Lifting Plans Method of Statements.
- Ensure regular and close coordination with Contractors and/or Subcontractors/Vendors Lifting team.
- Review all document linked to cranes certification (load test wire certificates hook block etc) including crane operators certification.
- Ensure CTRs Manpower tools equipment and resources are adequate to achieve planned milestones.
- Participate in specific audits or visits; Provide regular inspection & activity reports.
- Challenge Contractor and Sub-suppliers on the lifting performance and Inspection activities and to perform routine and random inspections on daily basis in this regard.
- Monitor the work deficiencies and ensure the implementation of the necessary corrective actions.
- Follow up on the implementation of decided action plans or other mitigation plan issued.
- Stop & report immediately to Head of Construction any anomaly or non-conformity.
- Review and approve the different inspection reports issued by the Contractor and/or Subcontractors/Vendors related to Lifting and handling scopes.
- Issue and/or participate in the issuance of CMS Deviation applicable to Lifting activity.
- Participate in the resolution of DEV and TQ with the support of MP Structural Engineer.
CONTEXT AND ENVIRONMENT
- Major Projects involve the development of new offshore platforms and subsea lines. Projects are executed across several international sites and will require complex interfaces with other entities of Company.
- CPP Jacket Bridges and Flare SLS will be based in EPC Contractors premises in China during the whole EPC execution and could be relocated back to Doha during Offshore Hook-up campaigns.
- CPP Jacket Bridges and Flare SLS may need to perform multiple missions to China throughout the CPP Jacket Bridges and Flare Construction phase.
QUALIFICATIONS & EXPERIENCE REQUIRED
- Bachelors degree or Company approved equivalent OPITO certification.
- - LCP (LOLER Competent Person)
- - Banksman Slinger OPITO Level 3 or 4
- - Rigger OPITO Level 3 or 4
- - Rigging Loft Management
- - NSL LEI-6 Lifting Equipment Inspection
- Professional Experience (number of years): 15.
- Experience within project: (number of years): 10.
- Lifting experience is mandatory in Senior position in EPCIC Project working in large Construction yard.
- A good knowledge of Oil and Gas Industry Standards and International codes/standards (EN ISO LOLERAPI etc ) related to guideline best practices lifting & handling equipment and cranes.
- Holding Technical or engineering qualifications such as OPITO / LEEA / EAL / CPA/ LOLER etc.
- Good leadership skills and good communication skills.
- Ability to work on projects in a complex and multicultural environment.
- Be skilled in using computer programs for word processing database management spreadsheets and e-mail communications.
- Familiar with PRODOM/MANASA a benefit
- Worked in onshore & offshore operations with working profile such as: Lifting & Rigger Foreman or Supervisor or Lead Supervisor or Lifting Superintendent
- Ability of performing risk assessment in relation to health safety & environment
- Full time Supervising the critical lifts.
- Experience in training and coaching is preferred.
- Language: English mandatory.
