THE CONTEXT

- The Palestine mission is under the Emergency divisions management at HQ level since February 2025 until January 2026. Before this temporary transfer Palestine used to be part of the Mashriq regional programme which covers Egypt Iraq Jordan Lebanon.

- HI in 2023 has been implementing a mix of humanitarian and development projects in the Gaza Strip and the West Bank. In 2024 HI maintained as much as possible its regular program in the WB while implementing emergency activities in both areas WB and Gaza.

- In 2025 HI has developed a strategic note for both the Gaza strip and the WB based on the needs and the capabilities of the mission. The objective is now to stabilize strengthen and improve the projects quality and monitoring.

YOUR MISSION

The Senior Grants Officer will play a key role in strengthening our impact in Palestine. The main priorities are :

- securing fundings

- ensure the ongoing project are in line with the technical and quality framework

- re-establish accurate and regular projects follow up allowing a precise and on time reporting

Sectors of activity: inclusive education health (physical rehabilitation and P&O) MHPSS risk education emergency preparedness ATLAS logistic /inclusion in humanitarian action

Main challenges: total lack of security and humanitarian access in Gaza; security risks access constraints and the upcoming escalation in West Bank and East Jerusalem.

DETAILS ON THE CONTEXT

The position is based in Amman. Depending on the context and the access travels in the Jerusalem West Bank and Gaza might occur.

- Jerusalem: In normal times the security is relatively stable most of the year with some days of mass demonstrations and isolated acts of violence in particular during key religious holidays and anniversaries of important historical events. There are several opportunities for social and cultural life. In the current crisis there is a heightened risk of violence and an increasing number of Israeli checkpoints. Movements are partially restricted with some opportunities for social life and physical exercise.

- West Bank: the security is relatively stable in Ramallah and Bethlehem but overall unstable in Hebron and the Northern West Bank with regular episodes of Israeli armed incursions settler violence and Palestinian attacks. In the current crisis the number of incursions and violent incidents has increased considerably and most towns and villages are isolated from each other due to the closure of all Israeli checkpoints for Palestinians.

- Gaza Strip: The entire Gaza Strip is exposed to numerous security risks. The population is constantly on the move in response to evacuation orders. The presence of expatriates is managed through a rotation system and criteria that are revised according to the evolving context.



Requirements
  • Bachelors degree in a relevant field; Masters degree preferred.
  • Experience in grant management and proposal writing in the humanitarian sector.
  • Strong understanding of donor regulations and compliance frameworks.
  • Excellent writing and communication skills with a keen eye for detail.
  • Ability to manage multiple projects and meet tight deadlines.
  • Experience working in diverse cultural environments and engaging with various stakeholders.
  • Fluency in English;
  • Proficiency in Arabic is a significant advantage.
