This position manages Airport Emergency Management projects as the Owners representative for Airport Operations initiatives regarding overseeing all training and exercises as it relates to the Charlotte Douglas International Airport Emergency Plan (AEP) and all other Training and Exercises related to the comprehensive All-Hazards Environment within the airport. This includes planning and overseeing the Triennial Exercise Program along with ICS and NIMS coursework of airport staff and other emergency management related programs as determined by CLT Executive Leadership and staff. Supervises and directs the work of the Emergency Management Coordinators. Must be able to assess situations quickly objectively and determine the proper course of action within established rules
ESSENTIAL DUTIES & RESPONSIBILITIES:
Oversee the Airport Emergency Management Training & Exercise Program and all associated coursework and materials affiliated with the program.
Prepares reviews updates and coordinates a variety of emergency management training and exercise plans policies and procedures.
Participates and coordinates all training and exercise efforts of the Charlotte Douglas International Airport Emergency Management Program including the Full-Scale Triennial Exercise process as required by FAA Part 139 requirements.
Designs coordinates and guides various exercise scenarios including Table-Top Exercises (TTXs) Functional and Full-Scale Exercises with all CLT partners including Hot-Washes After-Action Reports (AARs) and Improvement Plan process.
Works with local state federal organizations and CLT airline partners relating to their involvement and participation in all exercises supporting the airport.
Designs evaluates documents and facilitates all airport related exercises following the FEMA -Homeland Security Exercise Evaluation Program (HSEEP) process.
Assist in the Airport EOC during activations and other incidents of significance as a subject matter expert on behalf of Airport Emergency Management. Member of the CLT Incident Management Team when activated to provide leadership guidance and direction in emergency situations.
Performs other duties as assigned including the ability to respond after-hours nights weekends and holidays in all types of weather conditions to emergency situations as required / needed. Assist with special events.
Serves as a resource to all CLT Departments with the analyzing and evaluating of emergency training and exercises for the respective divisions.
Supervises and directs the work of the Emergency Management Coordinators. Ensure all personnel have proper training and tools to perform their duties efficiently and effectively. Oversees the professional development of staff to support their overall engagement development and goal achievement. Deliver employee performance reviews by established dates. Oversees recruitment hiring on-boarding coaching counseling disciplinary and termination processes of personnel. Formulate comprehensive and concise instructions/procedures in both oral and written form. Create and update policies and procedures and make recommendations for improvements in security safety and efficiency. Ensure enforcement of airport rules and regulations that govern Emergency Operations to ensure the safety and security of persons and property at the Airport.

Thorough knowledge of FARs Part 139 77 and associated Advisory Circulars Aviation departmental rules and regulations and standard operating procedures. Knowledge of other applicable federal regulations including FAR Part 121 TSR Part 1542 and NIMS/ICS.
Thorough knowledge of Federal state and local laws rules and regulations affecting emergency management and communications.
Thorough knowledge of National Incident Management System programs and Incident Command System structure.
Considerable knowledge of the resources available for Emergency Management Programs.
Knowledge of Airport and Airline Operations.

KNOWLEDGE SKILLS AND ABILITIES:
MINIMUM QUALIFICATIONS:
High School diploma or equivalent and 7 year(s) of relevant experience; or 2 Year College Degree and 5 year(s) of relevant experience; or bachelors degree and 3 year(s) of relevant experience.

CONDITIONS OF EMPLOYMENT
