The Position

WCWs Administrative Services department is currently seeking hard-working creative thinkers with strong analytical and communication skills to fill the positions of Senior Management Analyst. The ideal candidate will have the ability to be a strong project manager with excellent data research and analysis skills experience in report writing and the ability to oversee the work of consultants.

In this role in the Administrative Services department you will work closely with other management analysts and staff from across the organization to lead organizational initiatives such as implementing the zero-emission vehicle transition plan providing direction and guidance with procurement and contract negotiations coordinating process improvements and developing and improving management of program areas such as fleet and facilities maintenance.

This position may also be used to fill a vacancy in the Infrastructure and Planning Department.

In this role you in the Infrastructure and Planning Department. you will be overseeing the Infrastructure and Planning departments initiatives including management of the departments budget contracts grants procurement collecting RFP/RFQs and analyzing proposals researching and creating SOPs assists with Customer Facing functions and provide user training and system management for programs such as procurement project management ad hoc tasks and CMMS software. May have oversight of other areas within the Infrastructure and Planning department.

Essential Duties

Depending on assignment duties may include but are not limited to the following:

  • Provide effective leadership for assigned programs services and staff in a manner that actively demonstrates a commitment to the Districts core values supervisor expectations principles of continuous improvement the Districts safety programs and policy characterized as openness to innovative approaches.
  • Actively promote the Districts focus on effective and respectful communications to build better work relationships at all levels in the organization by emphasizing the concepts of self-awareness emotional intelligence productive conflict and conflict resolution and prompt clearing of relational issues or miscommunication.
  • Develop and prepare high-quality well-written and logical Board communications and provide well-considered engaging and responsive presentations to the Board as needed during regular committee and special meetings.
  • Support the development and implementation of the Districts Strategic Business Plan by participating in periodic revisions to the overall plan discussions and multi-disciplinary teams as assigned to identify prioritize and implement Strategic Business Plan Initiatives on an annual basis.
  • Prepare supporting schedules reports and materials for the development implementation and tracking of meaningful key performance indicators for assigned functional areas to measure performance relative to goals and drive organizational improvement over time.
  • Ensure completion of department work activities consistent with District policies and procedures and applicable laws codes statutes and regulations; and identify revised or new policies and procedures to address changes in work processes legal requirements and regulatory considerations.
  • Provide effective supervisory oversight for all direct reports in a thoughtful manner that reflects critical-thinking based decision-making a team-based approach and a mentoring style that supports staff development.
  • Develop supervise and participate in statistical and analytical studies of complex organization budgetary administrative and management problems.
  • May attend record transcribe cost or prepare proposals for or participate in labor negotiation meetings.
  • Supervise budgetary control activities track and advise department leadership about budget variances and trending anomalies participate in the preparation of the Department and District-wide budget may oversee the reporting systems to other governmental agencies tracks time for revenue recovery and enhancement.
  • Recommend and may approve of changes in departmental methods and procedures develop and document business cases to support recommendations and findings prepare reports for and may make presentations to the Board of Directors.
  • Keep the Department Manager and Director informed of complex and changing federal and state laws and administrative regulations affecting the budget and overall operations of the departments assigned.
  • Forecast departmental budget needs for Infrastructure & Planning Services and other departments taking into consideration the possibility that future legislation may have an impact on the future operations of the departments.
  • Consult with and assist a Department Director in establishing departmental policy priorities procedures goals and objectives and assist in reviewing and coordinating reports requiring Board action for consistency with District policy; make recommendations on strategies to accomplish department objectives.
  • Oversee the work performed by lower level analysts technicians and clerks in assigned department and assist with their training.
  • Develop and recommend the adoption of improved management practices through research and analysis.
  • Perform contract program or project administration for assigned projects services and programs; may develop or oversee the development of requests for proposals and vendor selection and award.
  • Develop and install management improvements and practices in the department through utilizing research and analysis; making decisions on procedures forms workflow and equipment use; and preparing or supervising the preparation of operating manuals and organization and workflow charts.
  • Supervise the preparation of and review of narrative and statistical reports on a variety of administrative and management problems in the department; prepare to cost analyses for labor proposals.
  • Conduct research and analysis on fiscal matters state and federal legislation and changes in District policy which may impact department plans costs and programs.
  • Develop and implement methods and procedures to inform community and District stakeholders of current and proposed programs and projects and obtain the participation of interested internal and external stakeholders and groups in program development and operation.
  • Enter and retrieve data from electronic data processing systems; establish and update information generate documents and correspondence communicate with internal and external contacts at all socio-economic levels; update computer system files.
  • Maintain close contact with District departments and agencies and confer with departmental managers and supervisors in order to secure necessary information.
  • May represent the District and/or department before governmental agencies and community groups; may serve as staff for committees and commissions; develop and maintain relationships with outside public agencies and private groups.
  • May assist in reviewing federal and state grant and loan programs and coordinating applications where appropriate and beneficial to advancing District objectives or in service to the rate holders.
  • Participate in coordinate department activities related to and may proctor the recruitment selection and training of staff in collaboration with the Human Resources division.

Minimum Qualifications

A combination of training and experience which demonstrates that a person has obtained the required knowledge and is able to perform the required work (with reasonable accommodation if needed). A person with the following combined training and experience would most likely qualify to compete in a selection process:

Senior Management Analyst:
Education:Any combination of course work and training which would provide an opportunity to acquire the knowledge and abilities listed. Normally four (4) years of academic course work in public administration business administration management statistical and mathematical research and analysis accounting economics English composition including general education in business composition political science psychology human and organizational behavior or closely related courses would provide such opportunity.

Experience:Work experience which would provide an opportunity to acquire the knowledge and abilities listed. Normally four (4) years of experience related to general administration accounting or budgetary analysis research and statistics the development of forecasting and trending models and administration including the preparation of written reports and recommendations and some leadership experience would provide such opportunity.

License:Possession of a valid California Class C drivers license and insurability under the Districts driving program must always be maintained.
