Description / Position Overview

Parks Asset Supervisor

The City of Colorado Springs Parks Department is seeking a skilled and motivated Parks Assets Supervisor to lead the City Parks Asset Management Program. This pivotal role involves strategic planning project management and the implementation of the City Parks asset management system utilizing GIS technology to map and document infrastructure assets such as trails park facilities and amenities. Responsibilities include supporting resource allocations for capital improvements and maintenance projects developing long-term and strategic plans and ensuring data accuracy within the asset management software. The supervisor will also oversee staff supervision and training manage data digitization efforts and collaborate with various internal stakeholders to ensure high standards with infrastructure data and inventory management.

This Job Includes:

  • Planning and leading the implementation and maintenance of the Citys parks asset management system.
  • Prioritizing planning and recommending projects for design and implementation based on assessed needs.
  • Managing the documentation and mapping of park infrastructure in an asset management database using GIS tools.
  • Ensuring asset data accuracy and integration with City IT systems.
  • Supporting strategic planning and resource allocation for maintenance and capital improvements.
  • Management of all asset infrastructure inventory which includes but is not limited to park facilities recreational amenities trails bridges irrigation systems playgrounds parkland and other related infrastructure.
  • Supervising and training staff including hiring mentoring and performance reviews.
  • Streamlining workflows for GIS and asset management processes.
  • Managing digital data entry and updates to GIS databases.
  • Producing clear and accurate maps reports and other deliverables.
  • Supporting GPS fieldwork and data collection.
  • Preparing budgetary information and operational analyses for presentation to leadership.

Relevant Knowledge Skills and Abilities:

  • Strong knowledge of GIS GPS mapping and asset managementespecially using ESRI tools like ArcMap and ArcGIS Online.

  • Understanding of asset management strategies and their application to capital allocation and maintenance prioritization

  • Ability to analyze and improve data systems and GIS workflows.

  • Skilled in supervising and developing staff managing projects and balancing multiple priorities.

  • Familiarity with infrastructure condition assessments and digital documentation practices.

  • Strong communication and organizational skills with a keen eye for data quality and accuracy.


Minimum Qualifications

  • Bachelors degree from an accredited college or university with major coursework in GIS geography engineering computer science urban planning or a related field.
  • Three years of full-time professional asset management experience including two years in a supervisory/lead role.

Preferred Qualifications

  • Possess or obtain upon hire and maintain a valid non-probationary Colorado drivers license not subject to restrictions
  • Experience with enterprise asset management systems and GIS application design and support.
  • Experience in map creation GPS data collection and data processing.
  • Experience or certifications in ESRI GIS Software Autodesk Microsoft SQL or Trimble.
  • Experience in the public sector.
  • Possess a GIS Professional (GISP) certification.
