The City of Oxnards Water Division is seeking aCross Connection Specialist Supervisor. Under general direction assist in the implementation of the City of Oxnards Cross-Connection Control program in accordance with the State Water Resources Control Board Cross-Connection Control Policy Handbook the Citys rules and regulations and the Citys procedural guidelines to assure a safe drinking water supply to our community.
WHAT YOULL DO:
Will act as Designated Cross-Connection Control Program Coordinator per the SWRCB Cross Connection Handbook
Administration and oversight of the Cross-Connection Control (CCC) program;
Oversight of and in the event of the need performance of CCC hazard assessments/site surveys;
Recommendations on the type of Backflow Prevention Assemblies (BPAs) to be installed and recommendations on schedules for retrofitting of BPAs and ensuring proper customer notification and enforcement of state and applicable regulations.
Oversight of inspections and in the event of the need performance of BPAs for proper application and installation and test reports
Participation in or cooperation with other water utility staff in the investigation of backflow incidents and other water quality problems;
Completion of Backflow Incident Reports and appropriate incident response protocol and communications;
Completion of CCC daily weekly monthly and annual reports and any other deliverables required by the State Water Resources Control Board the City internal operations and other governing agencies;
Stay apprised of federal State County plumbing and local codes rules ordinances laws and regulations regarding cross-connection backflow prevention water quality and related areas.
Work with the public SWRCB governing agencies developers contractors and other outside agencies on cross-connection matters.
Use survey information to develop reports that recommend and enforce procedures for compliance with federal state county and local codes laws rules ordinances and regulations.
Administers Site Supervisors training scheduling inspections and testing for recycled water users.
Oversee notification of residential commercial and industrial establishments when annual test reports are due.
Oversee and collaborate with the City Outreach team for public campaigns and education of cross-connection and the importance of BPAs and protecting the public water supply.
Responds to and/or oversees responses to customer inquiries regarding the Citys cross-connection and backflow programs; provides information to the general public; and resolves complaints and concerns in an effective and timely manner.
Maintain database and records of customer backflow prevention assemblies testing results etc. Responds to and tracks customer requests and complaints regarding cross-connection and testing issues and related work as required.
Does other similar work as called upon to perform and other work as necessary.

DISTINGUISHING CHARACTERISTICS:
This class is the fifth level in a five-level Utilities Field Operations Series devoted to the specialized maintenance and repair of the Citys water distribution and wastewater collection systems and meter reading operations and repair. Incumbents supervise an assigned utilities organizational unit and are responsible for the planning and administration of a budget; organizing and implementing programs; developing policies and procedures; handling and resolving escalated complaints; responding to emergency calls; visiting job sites; and preparing reports and other documents. This classification is distinguished from the Utilities Field Supervisor in that it supervises a utilities organizational unit plans and administers a budget and is typically a second-level supervisor.
SUPERVISION EXERCISED / SUPERVISION RECEIVED:
Incumbents supervise paraprofessional and support staff including conducting performance evaluations coordinating training and implementing hiring discipline and termination procedures. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline organizational policy or procedure or inconsideration of risk management.
WORK SCHEDULE:
The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am to 5:00pm. Depending on the area of assignment staff may be assigned to a shift that is outside the standard work hours. This position may be required to be available for additional hours in response to peaks in workloads and changes in department needs. The standard work environment varies depending on assignment but is typically either primarily in an office setting or out in the field.
This class specification represents only the core areas of responsibilities; specific position assignments will varydepending on the needs of the Department.

NOTE:For most positions the City of Oxnard relies on office automation (Microsoft Office/Google) and web-based enabled tools therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.
Regular and reliable attendance effective communication skills and development of effective working relationships are requirements of all positions.
Employees are required to participate in the Citys direct deposit plan and are paid on a bi-weekly basis.
This position requires a 12-month probationary period.
