Job Description

The New York City Department of Sanitation (DSNY) keeps New York City healthy safe and clean by collecting recycling and disposing of waste cleaning City streets and vacant lots and clearing snow and ice. DSNY is the nations largest municipal sanitation agency with nearly 10000 employees 59 district garages and a fleet of more than 5000 trucks cars and other types of equipment. The Department clears litter snow and ice from approximately 6500 miles of City streets and removes debris from vacant lots as well as abandoned vehicles from City streets.

DSNY seeks an Agency Attorney to serve as the Deputy Advocate for the Advocates Office. Reporting to the Department Advocate the Deputy will assist the Advocate with managing the Office of Employment and Disciplinary Matters (OEDM) and all disciplinary complaints.

Responsibilities will include but are not limited to:
-Representing the Department at the Office of Administrative Trials & Hearings (OATH) at hearings held pursuant to the States Civil Service Law and the Citys Administrative Code in cases involving complex facts and significant legal and policy implications for the Department;
-Preparing arguing and representing the Department on appeals from OATH before the Citys Civil Service Commission;
-Assisting the Department Advocate in preparing for settlement negotiations with Union attorneys for employees with pending disciplinary complaints and/or independently handling such negotiations when the Department Advocate is not available;
-Analyzing pertinent Department policies and procedures;
-Providing orientation on the Departments disciplinary procedures to newly hired Sanitation Workers; and
-Assisting the Department Advocate in advising the Deputy Commissioner for Legal Affairs on employment matters.

Qualifications :

1. Admission to the New York State Bar; and either 2 or 3 below.
2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or
3. Six months of satisfactory service as an Agency Attorney Interne (30086).
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
In addition to meeting the minimum Qualification Requirements:
To be assigned to Assignment Level (AL) II candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar in the areas of law related to the assignment.
