SUMMARY
The Wild Spaces & Public Places Construction Inspector and Operations Coordinator is responsible for inspecting large complex and diverse construction projects for quality assurance and compliance. This position involves skilled field and office work to ensure compliance with the Florida Building Code (FBC) the Florida Fire Prevention Code Public Works Engineering Design & Construction Manual (EDCM) and associated City ordinances.
This role provides technical and administrative project coordination from early design through construction and warranty. This is highly skilled work involving statistical analysis technical review contract administration and related operational functions.
Positions allocated to this classification work independently under the Director. This role is distinguished by its responsibility for complex support assignments as well as its lead role in coordinating technical and administrative tasks for construction projects. Individuals assigned to this classification have a high degree of expertise and have significant autonomy in making decisions. This position does not have direct supervisory responsibilities.

ESSENTIAL JOB FUNCTIONS
Conducts field inspections of large-scale and diverse construction projects to ensure compliance with applicable codes safety standards and approved plans. Inspects the use of materials and workmanship of all new construction and renovation projects including buildings facilities site development and utility systems. Reviews third party testing for compliance with project specifications.
Coordinates project activities with internal departments external agencies consultants and contractors throughout all phases of planning design and construction.
Coordinates with contractors to address issues related to project schedules construction methods and non-compliance and for communicating project updates and concerns to the project manager.
Coordinates monitors and documents project progress through written reports and photographic records.
Confers with contractors architects engineers owners and planners regarding specifications construction codes flood protection building plans as well as related codes and ordinances.
Confers with Building Official on specific code interpretation.
Reviews complex construction plans specifications scopes of work and cost estimates for conformance with engineering standards applicable codes and ordinances and constructability.
Reviews all Wild Spaces & Public Places Department plans for compliance with the Engineering Design and Construction Manual Utility Accommodation Manual and associated City ordinances to ensure public health and safety.
Assists with revisions to plans for contracted improvement projects.
Provides contract administration support including tracking project budgets evaluating change orders and verifying payment applications.
Coordinates and participates in maintenance of records preparation of reports and purchasing of supplies tools materials and equipment. Is a P-card holder for the department.
Coordinates delivery of obsolete City property and project auction items to Surplus. Delivers project materials to different departments or city warehouses.
Performs work involving engineering practices which may include a variety of complex features such as conflicting design requirements materials suitability optimization of resources and design and intricate construction coordination requirements.
Coordinates and evaluates major capital projects including but not limited to park and public space projects and assists in the coordination of planning design specification construction management cost control and long-range planning studies.
Performs inspections and makes recommendations on facilities and equipment maintenance repairs and maintains records of work services and warranty repairs.
Participates in pre-bid meetings construction kick-offs progress meetings and project closeouts.
Serves as the field representative for the Department providing direction to site foremen and superintendents as needed.
Responds to public inquiries and provides technical information to other agencies stakeholders and project partners.
Installs and maintains signage for Wild Spaces & Public Places projects to promote public awareness.
Maintains current knowledge of applicable codes construction practices software and tools used in daily work.
NON-ESSENTIAL JOB FUNCTIONS
Assembles electronically produced request for quotes for projects less than $50000.
Performs other related duties as assigned.
May manage administer and coordinate warranty claim work with internal departments outside consultants and contractors.
QUALIFICATIONS
To perform this job successfully an individual must be able to perform each essential job function satisfactorily. Below are the required education experience knowledge skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Associate degree from an accredited college or university or vocational school with major course work in a technical or engineering specialty relevant to construction or inspections and eight (8) years of experience in engineering or technical support relevant to construction or inspections that provides the required knowledge skills and abilities or
Graduation from high school or possession of an acceptable equivalency diploma and ten (10) years of experience in engineering or technical support relevant to construction or inspections
Or an equivalent combination of education training and experience which provides the required knowledge skills and abilities.
CERTIFICATIONS OR LICENSES
Licenses
Valid Florida Drivers License required.
Current Florida Standard Inspector License in one of the following four trade categories: Building Electrical Mechanical and Plumbing is not required but is highly desirable.
Current Florida Standard Plans Examiner License in one of the following four associated trade categories: Building Electrical Mechanical or Plumbing is not required but is highly desirable.
ICC Building Inspector is not required but is highly desirable.
Certifications
Certified Playground Safety Inspector Certification required within one (1) year from date of appointment.
CTQP Asphalt Paving Level 1 and Level 2 CTQP Earthwork Construction ACI Concrete and Aggregate Testing and Florida Stormwater Erosion and Sedimentation Control (FSESCI) Qualified Inspector Certifications required within one (1) year from date of appointment.
KNOWLEDGE SKILLS AND ABILITIES
Thorough knowledge of all codes and regulations enforced by the Building Division and Public Works Department.
Thorough knowledge of materials and methods used in building construction and of the stages of construction when possible defects and violations may most easily be observed and corrected.
Ability to read and interpret varied blueprints plans and specifications applicable to Parks Recreation and Cultural Affairs construction projects and to compare them with the actual site construction/installation in process. Ability to identify construction that does not comply with the applicable Florida Building Code/Florida Fire Prevention Code or plans and specifications.
Ability to communicate effectively with building owners contractors coworkers and the general public and to effect and maintain positive working relationships on inspection and regulatory matters.
Ability to analyze problems and to plan/develop alternatives and solutions.
Ability to mediate disputes and complaints of the public and departmental staff.
Thorough knowledge of rules regulations policies and procedures applicable to utilities public works and/or transportation.
Thorough knowledge of federal state and local laws codes ordinances and standards incidental to municipal and utility engineering and development.
Thorough knowledge of construction standards and specifications methods and materials used to construct and operate electric water or wastewater utility systems stormwater systems and roads and highways.
Thorough knowledge of databases spreadsheets word processing and computer utilities and operating systems.
Ability to perform complex technical engineering computations analyze technical data and complete complex technical assignments.
Ability to perform work substantially on own with minimal supervision.
Ability to communicate effectively both orally and in writing.
Ability to establish and maintain effective working relationships with superiors subordinates contractors engineers property owners and the general public.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
To perform this job successfully an individual must possess certain physical abilities and be able to withstand work related environmental conditions.
PHYSICAL REQUIREMENTS
