Salem High School is the recipient of the Career Technical Initiative grant from Commonwealth Corporation on behalf of the Baker Administration to increase a skilled workforce in the trades through third shift programs.

This initiative announced by Governor Baker seeks to address the persistent need for skilled labor in construction trades and manufacturing. Commonwealth Corporation administers these funds in hopes of eliminating the skills gap facing employers by providing an opportunity for youth and adults to retrain for skilled occupations as well as transforming vocational high schools into Career Technical Institutes that run three shifts a day to bring more high school students and adults into the program.

As part of a multi-year strategy CTI plans to train 20000 new skilled workers in key trades and technical jobs. Among the grants approved by the Workforce Skills Cabinet in 2021 35 new career pathway programs and 22 expansions of career pathway programs at 10 vocational-technical schools will provide training and job placement for more than 800 adults.

What Youll Do:
Salem High School seeks an enthusiastic and talented individual to join our caring and innovative community and to serve as its STI Director of Workforce Development. This is a full-time grant-funded position beginning July 2025 working with a diverse population of adult learners in a comprehensive urban school setting. The Director is responsible for overseeing and supporting the development refinement and modification of curricula for adult learners; growing and developing internship opportunities and job placement; community engagement; business development; and teaching or co-teaching selected components of CTE classes as directed by the CTE Director when needed.

The STI Director of Workforce Development will manage the daily operations of the Adult Learning programs at Salem High School coordinating a staff of instructors coordinators and administrative assistants. The Director will also maintain and monitor an operational budget in collaboration with the CTE Director developing strategies and solutions for the long-term sustainability of the program. Additionally the Director will oversee records management and grant compliance including for the CTI Grant in alignment with expectations from the CTE Director and the grant funder.

As a professional the STI Director of Workforce Development will display a collegial spirit that supports and enhances continual professional growth consistent with the educational goals and philosophies of our school community. Moreover they will be fully committed to continuously learning improving reflecting and working together to ensure that all Salem High School Third Shift students achieve at high levels in a culturally responsive learning environment.

Role Responsibilities

  • The STI Director of Workforce Development is responsible for cultivating and fostering positive and working relationships between higher education partners industry partners and other intermediaries so as to build rigorous and developmentally appropriate programs and activities that will result in successful and positive program experiences for students and post-secondary success.

    • Manage a small team of educators and support staff to ensure the success of students and the program.
    • Maintain grant compliance documentation and reporting.

  • Lead the recruitment acceptance retention and placement of STI Participants funded by this grant.
  • Maintain a program of study that meets all requirements of Chapter 74 regulations.
  • Work independently and with colleagues to develop a program based on current Mass. DESE regulations related to Third Shift Programs.

Position Summary:
Salem High School seeks a visionary and experienced individual to lead the operations growth and community impact of the Salem Technical Institute (STI). This full-time grant-funded position merges the responsibilities of the former CTI Career Development Coordinator and CTI Program Manager roles into a singular leadership role: Director of Workforce Development. The Director will oversee adult career training programs in collaboration with regional partners manage day-to-day operations support student success develop career pipelines and ensure compliance with all relevant grant requirements and program standards.

This position is funded by workforce development grants including but not limited to the CTI and MassCEC Heat Pump and HVAC Grant in collaboration with North Shore Community College Lynn Technical Vocational High School Essex North Shore Agricultural and Technical High School and Salem High School. The purpose of these grants is to train individuals in entry-level skills to support workforce demand in priority industries on the North Shore.

What Youll Do:

  • Manage daily operations of adult learning and workforce development programs at Salem High School including coordination of instructors support staff and students.
  • Design and implement instructional and career readiness programming that meets DESE Chapter 74 MassHire and Commonwealth Corporation requirements.
  • Coordinate and deliver career awareness and planning instruction employability training and OSHA certification to adult learners.
  • Develop and maintain relationships with local employers postsecondary institutions and community partners to support program enrollment job placement internships and mock interviews.
  • Oversee and report grant compliance including tracking enrollment attendance academic performance job placement and employer partnerships.
  • Manage budgets associated with workforce development grants and develop strategies to ensure program sustainability.
  • Collaborate with the CTE Director and district leadership to align adult learning with broader school and community workforce goals.
  • Develop and execute marketing outreach and recruitment strategies.
  • Lead and support program events including orientation graduation career fairs and community presentations.
  • Maintain and analyze program data in systems such as Aspen Apricot and other DESE-compliant platforms.
  • Support a culturally responsive and inclusive learning environment for all students including English Learners and students with disabilities.
  • Collaborate with families staff and community stakeholders to support student success and program growth.

What Youll Bring:

  • A commitment to educational equity workforce readiness and adult learner success.
  • Strong leadership communication and project management skills.
  • Experience in CTE adult education grant-funded programs and cross-sector collaboration.
  • Ability to manage compliance requirements and performance metrics.
  • Proficiency with Microsoft and Google platforms; knowledge of data systems preferred.

Minimum Qualifications:

  • Bachelors degree required; Masters degree in education workforce development public administration or a related field strongly preferred.
  • Successful experience in education counseling workforce development or program management.
  • Must possess or be eligible for Massachusetts DESE licensure as a CTE Administrator Counselor or Cooperative Education Coordinator.
  • Authorization to work in the U.S. and willingness to work flexible hours including some evenings and weekends.

Preferred Qualifications:

  • Experience with curriculum development instructional delivery and student case management in an adult education or CTE setting.
  • Fluency in Spanish.
  • Experience with DESE Chapter 74 frameworks and workforce reporting systems (e.g. Aspen Apricot).

Work Year: Grant funded: July 2025 through June 2027

FTE/Hours: Full-time day and evening hours with occasional weekends as needed.
