POSITION SUMMARY:

Under general supervision of a Parks & Facilities Manager the Parks Supervisor supervises assigns reviews and motivates full-time and part-time employees. These classifications require full supervisory responsibility for the day-to-day operation of each respective division. Positions perform a variety of skilled and specialized work in the maintenance and operation of District parks and facilitate and perform other work as required. The Parks Supervisor position is also responsible for the Districts Tree Management Program the Water Conservation Program and the Landscape Maintenance Program.

Essential Duties and RESPONSIBILITIES:

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.



Under general direction of the Parks & Facilities Manager:

  • Assists in the planning and coordination of maintenance operations.
  • Plans evaluates and coordinates maintenance requests from the Parks & Facilities Manager as well as other departments ensuring facilities/events are set up.
  • Responsible for the routine inspection of District parks and execution of required maintenance.
  • Inspects work in progress and upon completion and suggests improvements in work methods.
  • Supervises full-time and part-time park maintenance workers.
  • Evaluates and assists in annual reviews of full- and part-time park maintenance workers.
  • Provides feedback to full- and part-time park maintenance workers initiates improvement plans as needed performs various administrative tasks required of correcting performance training or safety related issues.
  • Instructs trains and evaluates personnel in proper maintenance and repair procedures.
  • Identifies and implements necessary training opportunities for full- and part-time park maintenance workers.
  • Responsible for the specialized needs of the District including but not limited to landscape and facility maintenance and repairs.
  • Determines need for and recommends changes in maintenance practices and alterations in facilities to increase efficiency of maintenance and operations.
  • Schedules and supervises planting cultivating pruning and spraying of trees shrubs and landscaped areas.
  • Performs work in construction maintenance and repair including but not limited to the following: electrical mechanical gas and water plumbing concrete and asphalt work roofing painting carpentry welding new construction or remodeling landscaping pest control lawn maintenance and plant and tree care.
  • Enforces safety and operating procedures and provides for maintenance needs including compliance with health and safety codes and building codes.
  • Basic knowledge of common pesticides used in the control of insects diseases weeds and vertebrates found within the District and determines appropriate control measures.
  • Ability to schedule crews records and reports.
  • Assists with District events as needed which may require working off hours and weekends.
  • Performs other duties as assigned.
  • Operates and maintains all equipment required to perform work.
  • Working knowledge of tree trimming practices as applied to trees located within the District.
  • Basic knowledge of landscape and facility maintenance equipment and tools.
  • Answers questions and provides direction and information to the public regarding park ordinances rules and regulations. Insures that order is maintained in District parks and facilities and reports injuries accidents vandalism area misuse and other undesirable activities to the appropriate authority.
  • Assists in installing and maintaining irrigation systems.



Supervisory Responsibilities:

This position supervises full- and part-time temporary and volunteer staff of the Fair Oaks Recreation and Park District. Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing and training employees; planning assigning and directing work; addressing complaints and resolving problems.

The Parks Supervisor shall be considered to be performing in an acceptable manner when the following have been accomplished:

Qualifications:

To perform this job successfully an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge skill and/or ability required.   • All applicants must be live scan fingerprinted and pass pre-employment background check physical examination and drug screen.
  • Must be at least eighteen (18) years of age prior to appointment due to hazards of the job.
  • Must be able to work weekends holidays and irregular hours based on District needs.
  • Required to wear District provided uniform boots and safety equipment while working.



Education and/or Experience:

Three (3) years of experience in landscape and facility maintenance operations and repairs of which there is a minimum of two (2) years of supervisory experience over a major landscape and facility maintenance staff. Equivalent to graduation from college or university with a specialization in horticulture park management landscape construction or landscape architecture. Additional supervisory experience may be substituted for required education. Current Certification as a Playground Safety Inspector Arborist Pesticide Applicator or Adviser is strongly preferred.

Possession of or willingness and ability to obtain a valid California Department of Motor Vehicles drivers license within six (6) months of being hired or before driving equipment requiring this license. An acceptable driving record is required.

Knowledge of:

  • The principals methods and techniques of parks and facilities operations maintenance and administration.
  • The principles and techniques of personnel management and public relations.
  • The methods materials tools and equipment used in construction maintenance and repair of parks and facilities.
  • Common pesticides and cultural practices used in the control of insects diseases weeds and vertebrates found within the District.
  • Basic playground equipment and inspection requirements.
  • The principles and techniques of supervision and training.
  • Safety principles and practices.
  • Fire prevention rules and regulations.
  • Methods of planning and scheduling time labor and materials.
  • Budgeting processes.
  • Maintenance use and care of park equipment irrigation systems and landscaped areas etc.
  • Gardening and horticulture work including planting pruning cultivating watering and natural resources conservation.
  • Basic Computer skills including but not limited to Microsoft Office spreadsheets and email.

Ability to:

  • Assist with the planning direction and management of the maintenance staff of a major organizational unit.
  • Establish and maintain effective working relationships with the public and other agencies and organizations.
  • Plan organize train schedule direct and evaluate the work of others; determine and lead maintenance and repair needs; organize and plan programs for operation and maintenance of District parks and facilities estimate labor and materials; establish and maintain effective working relationships with co-workers and the general public; keep abreast of new and changing technology relevant to the position. Incumbents must be willing to work on weekends evenings and holidays to work outdoors in all types of weather and to work at various locations throughout the District.
  • Assist in the preparation and administration of budgets.
  • Organize and implement in-service training programs.
  • Supervise the maintenance and repair of recreation facilities and equipment.
  • Keep records and write clear and concise reports.
  • Analyze situations accurately and develop/recommend/execute an effective course of action.
  • Analyze operating procedures and recommend improved programs for administering the maintenance and operation program.
  • Evaluate services performed and cost for services equipment and supplies obtained through outside contractors.
  • Assist in the evaluation of facilities for adequacy of maintenance and operations and implement improvements.
  • Read and interpret blueprints plans and drawings.
  • Make recommendations for purchases of materials and equipment.

Additional Skills and abilities:

Ability to follow oral and written direction. Ability to proactively respond to park and facilities maintenance issues and problems and provide strong customer service. Knowledge of techniques and equipment used in the maintenance of grounds and facilities. Ability to learn and maintain assigned parks and facilities according to established maintenance and safety standards. Skill in establishing and maintaining effective working relationships with those contacted in the course of work. Ability to clean maintain and repair facilities and grounds. Ability to operate maintain and repair hand and power tools and equipment used in the maintenance and repair of facilities and grounds. Ability to follow safety practices and procedures related to the use of a variety of equipment power tools and hand tools. Knowledge of auto mechanics vehicle operation and safety. Ability to perform heavy physical labor such as lifting (up to 100 pounds) carrying heavy objects using a shovel and other equipment to dig. Ability to climb a ladder and work at heights. Knowledge of the operation of a personal computer and office equipment. Skill in diffusing user problems in parks and facilities through the use of effective communication skills. Ability to recognize and report hazards or safety issues in parks and facilities. Ability to analyze problems evaluate alternative solutions and recommend or implement effective courses of action. Ability to accurately complete paperwork including timesheets reports and forms.



Language Skills:

Ability to read and comprehend simple instructions short correspondence and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers clients and other employees of the organization.


Mathematical SKILLS:

Ability to add and subtract two digit numbers and to multiply and divide with 10s and 100s. Ability to perform these operations using units of American money and weight measurement volume and distance.

Reasoning Ability:

Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations.

Certificates Licenses Registrations:

Must possess and maintain a valid California class C drivers license proof of personal vehicle insurance and a satisfactory driving record are required. American Red Cross certification (varies by program First Aid and CPR certifications required). At the option of the appointing authority persons hired into this class may be required to either possess at entry or obtain within specified time limits designated licenses certifications or specialized education and training relevant to the area of assignment. Possession of an Arborist Certification certificate as a Qualified Applicator for Pesticide Spraying from the State of California and/or Playground Safety Inspection certificate is preferred.



Computer SKILLS:

To perform this job successfully an individual should have knowledge of Adobe Acrobat the Microsoft Office Suite of products and possess typing skills of at least 40-50 wpm. Knowledge of basic office equipment should include: Internet and email copy and fax machines postage meter telephone and answering machine.

Exposed to dust pesticides noise machinery moving objects and other vehicles. Performs simple and power grasping pushing pulling and fine manipulation. May be exposed to constant vibration of equipment for prolonged periods of time. The position also requires both near and far vision when inspecting and performing work activities operating vehicles tools and equipment and preparing paperwork and reports. Performs heavy physical labor such as lifting (up to 100 pounds) carrying heavy objects and using a shovel and other equipment to dig. Climbs ladder and works at heights. Works for prolonged periods of time in sun heat inclement weather. Possible exposure to traffic and other potential hazards. Exposure to fumes dust and air contaminants which may cause eye and skin irritation.

Work ENVIRONMENT:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
The noise level in the work environment is usually moderate.

Typically works outdoors in varied weather conditions with exposure to sun heat and inclement weather. Possible exposure to traffic and other potential hazards. Regularly works inside and maintains District facilities. The incumbent may apply herbicides insecticides and pesticides cleaning and lubricating chemicals and ingredients which would expose the employee to fumes dust and air contaminants which may cause eye and skin irritation. The nature of the work also requires the incumbent to climb up ladders and perform work at heights. May be assigned to work weekends holidays and irregular hours based on District scheduling needs. May be assigned to work during emergencies seasonally-caused circumstances or special projects and/or events in varying climate and temperature conditions.
