Within the Cell Therapy Development and Operations (CTDO) division the Portfolio Strategy and Operations (PSO) team focuses on the cell therapy pipeline as well as shaping product strategy throughout the lifecycle of a cell therapy asset. The organization encompasses the project managers programs managers portfolio management professionals and technical writing all of whom contribute to defining strategies for both early-and late-stage pipeline cell therapies enabling global regulatory approval and launches.
The Senior Manager Portfolio Planning and Execution plays an important role in organizing managing and communicating CTDO goals and objectives as well as providing program and portfolio management skills to support Hoshin Kanri planning and CTDO portfolio.
The Senior Manager Portfolio Planning and Execution manages the Hoshin Kanri annual strategic planning and portfolio planning process. This role involves coordinating with various project managers ensuring alignment with strategic goals tracking and reporting of portfolio status and optimizing resource allocation to achieve successful project outcomes. Assignments include operational responsibilities for governance and teams. Lead and direct complex cross-functional multi-site teams and workstreams ensuring comprehensive planning and optimal execution of plans. Ensure interactions and timely collaboration with CTDO ecosystem functional and site Project Management Offices (PMOs) key stakeholders and supporting functions and sites. Proactively identify and facilitate risks mitigations resolution and escalation of issues tracking and communicating status to stakeholders including leadership team. Collaborating with Go-Team program managers for asset specific projects to ensure alignment with asset specific strategic priorities. Driving program/projects and teams with passion innovation speed and accountability.
The successful candidate will be a demonstrated leader with the breadth of professional experience and the drive to work with both internal and external partners to define and implement effective project management solutions. The ideal candidate will have a strong background in project management and portfolio management as well as and in-depth understanding of technical operations and technology transfers.
Primary Responsibilities:
Lead planning and execution of an integrated portfolio consisting of complex plans and teams for technical operations programs & projects tech transfer governance and other critical initiatives as defined by CTD/O management. Programs/Projects may include but are not limited to those identified during the annual book of work (BOW) prioritization and refresh process strategic run-the-business initiatives transformation due diligence business continuity product launches major change management Quality & Compliance Operations Product Development Supply Chain and significant regulatory activities.
- Manages CTDO Hoshin Kanri annual strategic and portfolio planning process including but not limited to the following responsibilities:
- Schedule and facilitate Hoshin Kanri workshop sessions.
- Maintains Hoshin Kanri timelines actions and decisions through Hoshin Kanri process.
- Drives portfolio planning process through business case collection BOW prioritization and resource modeling and assessments.
- Tracks Hoshin Kanri Execution status.
- Portfolio management of CTDO portfolio maintaining clear view of status of CTDO BOW.
- Supports governances for CTDO portfolio. Ensures governance forums run efficiently and appropriate project details are included in status updates.
- Support preparation of project business case/s for endorsement (including strategy operational plan resource and budget component).
- Develop and drive detailed plans as needed identifying critical path and timing while meeting strategic intent and achieving key milestones.
- Ensure problem solving and decision making addressing major risks and issues by identifying documenting establishing mitigation plans resolving and communicating or escalating to senior leadership when appropriate.
- Collaborate with key stakeholders to manage expectations.
- Drive consistency in project management tools and templates in line with CTDO PS&O PMO best practices.
- Plan/Execute change management strategy and plan.
- Influence key stakeholders develop project and portfolio communications strategy approach and plan.
- Proactively drive scenario analyses to manage potential impact on plans and timelines and recommend strategic direction to management.
- Foster diverse/inclusive high-performance teams and maintain strong relationships with operational and functional leadership.
- Additional Responsibilities (in addition to major responsibilities above):
- Develop and provide performance oversight and reporting of CTDO portfolio.
- Work within the PMO ecosystem to work with project managers to ensure the status of projects is accurate based on understanding of risks and issues. Provides coaching and mentoring less experienced PMs when needed.
- Provides coaching and feedback to project leaders and project managers on preparing project status reports.
- Provide disciplined project prioritization as per PMO prioritization standards stakeholder insight and alignment with CTDO strategy.
- Provide portfolio-level leadership and direction to project managers. Coordinate interactions ensure timely and optimal execution of projects and effectively collaborate with key stakeholders.
- Provide project management expertise for CTDO portfolio as required e.g. meeting scheduling agendas minutes etc.
- Supports Go Teams as needed and aligns with key GO Team members to ensure continuity of supply end-to-end optimization comprehensive change management and effective management of technology and regulatory issues as required.
- Provides project management support as needed for Inline BOW.
Competencies & Experiences
- B.S. in Engineering Pharmacy science or technical discipline advanced degree preferred.
- PMP certification highly desirable.
- Understanding of cGMPs and regulatory CMC.
- A minimum of 8 years in BioPharma operational or development discipline including demonstrated experience managing complex projects.
- Experience in project/program management of complex projects involving cross-functional multi-site international teams.
- Experience with manufacturing sites and staff.
- Experience with managing technology transfer projects.
- Proficiency with project management and Microsoft tools e.g. Project Excel PowerPoint SharePoint.
- Ability to achieve results and exercise influence across a global matrix organization (e.g. operations manufacturing technology quality supply chain finance R&D).
- Ability to work independently with high level of accountability.
- Excellent verbal written and presentation skills and can deal effectively with all levels of management.
- Strong analytical skills well organized and capable of managing multiple projects with respect to priorities.
- Ability to exercise discretion discernment and to be comfortable to operate when erroneous decisions will have serious impact on the overall success of operations.
- Ability to interact internally and externally with executive level management requiring negotiation of potentially difficult and sensitive matters to influence policy making bodies both internally and externally.
- Familiarity with financial principles core business concepts and business and operations management.
- Ability to develop business analysis and reporting.
- Promote excellence in project management capabilities through use of PMO best practices knowledge sharing innovation and process improvements.
The starting compensation for this job is a range from $134000 - $167000
plus incentive cash and stock opportunities (based on eligibility). The starting pay rate takes into account characteristics of the job such as required skills and the geographic location where work is performed.
