Job Description:

ACCOUNTABILITIES:

Program Delivery:

  • Serve actively as a member of the senior management team for the Willows Family Life Centre in conjunction with Corps Officers giving oversight to all the Family Life Centre programs ensuring ministry objectives are consistently accomplished through regular planning and debriefing meetings
  • Develop implement maintain oversee and evaluate community outreach ministries and Willows Family Life Centre programming relevant to the community considering the everchanging socioeconomic climate and community needs. Existing programs operating currently include: Willowbuds Parent-Tot group Toy Lending Library CAP Money Course Rent Smart Course Red Cap / TASK anger management courses BRAVE Triple P Parenting PEACE program for kids who have experienced violence Violence is Preventable (VIP) and Summer Day Camps
  • Oversee emergency social assistance programs including food security clothing vouchers Christmas hampers transportation support for clients
  • Oversee marketing promotion community networking and fundraising for The Willows Family Life Centre
  • Work with the Corps Officers in the preparation of an operating budget for the Community Ministries programs and monitor financial performance accordingly
  • Develop and implement policies and procedures for Community Ministries programs
  • Ensure accurate collection and maintenance of data ensuring privacy requirements and using statistical reports to create Annual Impact Reports that communicate stories of impact and outcomes. Support the vision values and mission of The Salvation Army Willows Church and its leadership team (Integrated Ministries Supervisor may serve on the Mission Board)

People Leadership:

  • Give direct supervision to employees in Family Life programming (Pathway of Hope Caseworker Community Outreach Workers Casual/On Call staff)
  • Form part of our interdisciplinary team working with families from a holistic perspective supporting our caseworker helping them maintain a reasonable caseload and celebrating graduates
  • Create opportunities for volunteer participation and development
  • Make effective recommendations and participate in the hiring orientation training evaluation recognition discipline and termination of employees (including summer staff) in concert with Territorial standards; submit and act on incident reports; deal with complaints
  • Oversee recruitment screening training and recognition of volunteers including annual appreciation dinner

Community Engagement and Networking:

  • Network with non-Salvation Army government and community social assistance and service providers to coordinate resources for the benefit of clients
  • Provide visibility for The Salvation Army within the community through service club participation media relations public relations etc.
  • Identify and apply for new funding sources including engaging in grant writing to support the work of The Willows Family Life Centre
  • Oversee the annual fundraising initiatives including the Christmas Kettle Campaign and the Santa Shuffle 1KM/5KM run

CRITICAL RELATIONSHIP MANAGEMENT:

Governance Boards and Councils: None

Internal:

  • Mission Board
  • Leadership Staff and direct reports

External:

  • Clients and the community

MANAGERIAL/TECHNICAL LEADERSHIP RESPONSIBILITY:

  • Reports directly to Corps Officer
  • Serves as a supervisor for POH staff and supervising CFS staff this role will provide input support and recommendations in the hiring orientation training evaluation recognition discipline and termination of staff; providing technical advice to staff regularly on the various programs within its scope
  • Provide input on the Annual Performance Review (PEAC) for direct reports

FINANCIAL AND MATERIALS MANAGEMENT:

  • This role will provide support input and recommendations to the Corps Officers in the preparation of an operating budget for the community ministries programs and monitors financial performance of the department budget
  • This role is accountable for overseeing the purchase maintenance and safekeeping of materials and equipment within the Willows Family Life Centre department.
  • This role has charge card authority for program purchases (i.e. books and materials thank-you items and gifts miscellaneous program supplies etc.).

WORKING CONDITIONS:

  • Typical working environment would be in an office setting with comfortable conditions with limited travel required
  • May be asked to work outside of business hours for some evening programs occasional weekends for special events and work overtime should work volumes require

EDUCATION AND EXPERIENCE QUALIFICATIONS:

Education Qualifications and Certifications:

  • minimum of a 2-to-3-year diploma in Ministry Social Services/Sciences Social Work or equivalent; a combination of equivalent education and experience may be considered

Experience and Skilled Knowledge Requirements:

  • 5 years minimum of experience in the Social Services Sector

  • Sound knowledge and understanding of the issues facing clients living in poverty or on social assistance programs
  • Experience working with people facing mental health challenges and/or addiction
  • Ability to complete assignments and meet deadlines with minimal supervision
  • Work cooperatively and effectively with others to set goals resolve problems and make decisions that enhance organizational effectiveness
  • Facilitation and presentation skills
  • Lead by example demonstrate a positive attitude a strong work ethic and a willingness to learn and be flexible in the face of change
  • Knowledge of community-based resources and experience networking with government and social service agencies
  • Strong sense of integrity and confidentiality with professional ethics and a balanced sense of fairness and flexibility
  • Ability to effectively supervise and train staff
  • Ability and willingness to provide a satisfactory Police Security Clearance Certificate for working with children or vulnerable adults
  • Ability and willingness to help support respect and work with people from diverse backgrounds faith and walks of life
  • Ability and willingness to respect promote support and uphold the vision mission and values of The Salvation Army
  • Able to provide Criminal Background Check screening and Vulnerable Secord Check that is satisfactory to The Salvation Army in its sole discretion is required.

Compensation:

The target hiring range for this position is $26.35 to $32.94 with a maximum of $39.53.

Placement in the salary range will be based on factors such as market conditions internal equity and candidate experience skills and qualifications relevant to the role.
