Position Overview:

The Illinois Department of Transportation is seeking to hire a Bureau Chief of Programming. Ths position serves as departmental spokesperson regarding the departments annual and multi-year highway improvement programs develops and implements policies and procedures governing development implementation and funding of the annual and mutli-year improvement programs.

Essential Functions

Serves as Bureau Chief of Programming.

  • Organizes plans establishes directs prepares and executes the departments Annual and Multi-Year Proposed Highway Improvement Programs the Illinois Transportation Plan the Statewide Transportation Improvement Program (STIP) and the For the Record report.
  • Serves as departmental spokesperson regarding the departments annual and multi-year highway improvement programs and commits the agency to a specific course of action.
  • Develops the annual highway capital improvement appropriation.
  • Travels throughout the state.

Directs the development of the highway portion of the Illinois Transportation Plan.

  • Develops guidelines for assessment of system operation needs.
  • Assesses and reviews staff assessments regarding the physical and operating condition of the existing highway system in order to identify and prioritize current and future improvement needs.

Allocates federal funding related to the Multi-Year Proposed Highway Improvement Program according to federal and state guidelines.

  • Monitors expenditures to ensure funds are utilized for eligible activities.
  • Reallocates resources.

Authorizes federal aid projects with the Federal Highway Administration (FHWA).

  • Reviews and submits bills for reimbursable work to the FHWA.
  • Monitors spending to prevent inadvertent loss of federal funds due to lapse or rescission.

Serves as full-line supervisor.

  • Assigns and reviews work.
  • Approves time off.
  • Provides guidance and training to assigned staff.
  • Adjusts first level grievances.
  • Recommends and imposes discipline up to and including discharge.
  • Completes and signs performance evaluations.
  • Establishes annual goals and objectives.
  • Counsels staff regarding work performance.
  • Reassigns staff to meet day-to-day operating needs.
  • Establishes annual goals and objectives.
  • Determines and recommends staffing needs.

Develops and evaluates legislation for the statewide highway program. Develops and maintains relationships with federal state local and regional officials.

Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of four years of college preferably with courses in business or public administration.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

  • Prefers extensive knowledge of public and business administration principles and practices.
  • Prefers extensive knowledge of agency programs and service objectives activities and operational systems.

Conditions of Employment

  • Requires a valid drivers license.
  • Requires successful completion of a background screening.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such non-State employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
