HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness Mayor Adams comprehensive housing framework. To support this important work the administration has committed $5 billion in new capital funding bringing the 10-year planned investment in housing to $22 billion the largest in the citys history. This investment coupled with a commitment to reduce administrative and regulatory barriers is a multi-pronged strategy to tackle New York Citys complex housing crisis by addressing homelessness and housing instability promoting economic stability and mobility increasing homeownership opportunities improving health and safety and increasing opportunities for equitable growth.


Your Team:

The Office of Housing Access and Stability (HAS) consists of the divisions of Housing Opportunity Tenant and Owner Resources Housing Stability Budget and Program Operations and Program Policy and Innovation. The mission of the office is to ensure fair efficient and transparent access to affordable housing. The Office provides subsidies placement services and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed. Housing Access is committed to expanding housing choices affirmatively furthering fair housing and stabilizing the financial health of buildings.

The Division of Housing Stability helps to ensure that formerly homeless tenants entering affordable housing (supportive and non-supportive) and owners of such housing have the necessary tools to successfully transition tenants into their new homes and maintain their tenancy. It administers and monitors project-based rental assistance contracts including $50M in Continuum of Care (CoC) rental assistance Section 8 Project Based Vouchers and NY 15/15. The unit also manages HPDs role in the NYC CoC oversees HPDs Housing Retention and Stabilization programs and works to secure funding to expand these services to a broader scope of households.

Your Impact:

As Director of CoC Contracts within the Division of Housing Stability you will be the manager of HPDs role as recipient of 40 Housing and Urban Development (HUD) Continuum of Care (CoC) grants that total over $50M. These grants provide project-based rental assistance for over 2700 households in permanent supportive housing projects that are operated by not-for-profit agencies or subrecipients. Your work allows thousands formerly homeless households maintain stable affordable housing while accessing supportive services aimed at managing mental health substance abuse disorders and HIV/AIDS.

Your Role:

The Director of CoC Contracts reports to the Assistant Commissioner of Housing Stability.

Your role as Director of CoC Contracts is to manage the overall work of the Unit and up to eight staff that administer the subrecipient contracts monitor compliance with HUD CoC policies and ensure subrecipients effective utilization of grant funds. Staff work in one of two areas: CoC Contract Administration and CoC Monitoring and Compliance. You will be a supervisor subject matter expert problem-solver reviewer of work product and the primary liaison between HPDs CoC Contracts Unit and multiple internal and external partners including the Office of Development the Division of Tenant and Owner Resources the NYC CoC DOHMH HASA and HUD.

Your Responsibilities

Responsibilities include but are not limited to:
-Supervise and coordinate work across two teams (eight staff); report regularly to the Assistant Commissioner.
-Develop and manage tracking systems for funding rents and performance; analyze data to inform decisions.
-Prepare CoC rental assistance renewal applications in collaboration with the Department of Social Services; pursue new CoC projects with HPD Development if applicable.
-Coordinate with HUD Field Office to execute and manage 40 grant agreements and subrecipient contracts.
-Set contract rents based on funding/utilization analysis
-Monitor subrecipient performance including site visits utilization reviews and monthly engagement on spending and operations.
-Oversee training technical assistance and staff-prepared HUD reports; represent HPD on the NYC CoC steering committee.
-Lead special initiatives as needed (e.g. audits environmental reviews project transfers new funding opportunities).

Preferred Skills:
-Strong attention to detail time management and organizational ability.
-Motivational leadership with high emotional intelligence.
-Excellent communication (verbal and written) and strategic problem-solving.
-Proficiency in data tracking financial reporting and grant compliance.
-Familiarity with City procurement/budget systems and HUD tools (e.g. ESNAPS HMIS ELOCCS).
-Advanced MS Office and Adobe Acrobat skills; ability to quickly learn new systems.

Only candidates permanent in the Associate Housing Development Specialist title or a comparable title will be considered.

Qualifications :

1.A baccalaureate degree from an accredited college or university and three years of full-time satisfactory professional experience in the development appraisal financing negotiation or disposition of real estate or in real estate law or in urban planning or analytical or coordination work related to housing programs; or

2. A four year high school diploma or its educational equivalent approved by a States Department of Education or a recognized accrediting organization and seven years of full-time satisfactory experience as described in 1 above; or

3.A satisfactory combination of education and/or experience which is equivalent to 1 or 2 above. Graduate study in the field of urban studies city planning business or public administration finance architecture engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However all candidates must have at least two years of experience as described above.
