Job Description

Under general direction the Waterfront Property Manager implements programs for management and leasing of Port land and buildings for retail commercial office and industrial uses.  Responsibilities include an assignment that focuses   on a combination of property management leasing and occasional special events coordination.

The essential functions of this position include:

  • Ensures lease compliance regularly inspecting leased areas to determine if property is maintained in accordance with the lease and inspects vacant spaces to determine maintenance and repair needs.
  • Negotiates lease lease renewals license agreements Memorandum of Understanding and permits with prospective and current tenants in accordance with established Port policies and practices legal and regulatory restrictions and market conditions to maximize the potential revenue of the Port.
  • Drafts leases license agreements and other documents in accordance with established policies and practices for the review and approval of Port management and legal counsel.
  • Responds to requests from tenants and members of the public for maintenance repairs improvements and modifications establishing cooperative relationships with Ports neighbors and tenants while protecting the Ports interests.
  • Initiates work requests for repairs and improvements for both leased and unleased property with the Ports Maintenance Department. 
  • Reviews the aging report and tenant ledgers with the Collections Officer to analyze and reconcile tenant accounts.  Position requires the negotiation of payment plans and settlement agreements drafting default and 3-day notices and preparation of forms to correct and initiate billing.
  • On behalf of Port Real Estate review and provide comments on plans submitted for building permits acting as a liaison between tenants and Port building and fire inspectors.
  • Conducts market and feasibility studies related to marketing operations of retail commercial and industrial property to provide current information to be used in managements evaluation and appraisal of proposed projects.
  • Abstracts lease agreements to document key lease provisions.
  • Documents tenant-related matters to include incidents agreements and understandings to ensure accurate records and effective communication.
  • Assists the Special Event Coordinator with assessing potential impacts of certain events on Port facilities and tenants.  Communicates with Port tenants and other external stakeholders on potential impacts such as street closures or restricted access to Port facilities.
  • Responds to complaints regarding the facilities noise traffic trash etc. 
  • Performs other related duties and responsibilities as assigned.

Qualifications :

Education

Possession of bachelors degree from an accredited college or university; AND

Experience

Three (3) years verifiable experience in commercial and/or industrial real estate property or asset management or in the development of financial agreements/transactions related to commercial real estate. This experience should include roles where direct interactions with tenants and other building professionals were required (e.g. building engineers brokers attorneys etc.).

Please Note: Experience limited to apartments condos single-family homes or residential property management with retail floor space primarily serving residential tenants does not meet the qualifications for this role.

License 

Possession of a valid California drivers license (to be presented at time of appointment).  Employees must be insurable under the Ports automobile liability insurance.  Insurability must be maintained throughout employment.

Substitution

Education Substitution: Additional qualifying work experience as described above may be substituted for the education requirement on a year-for-year basis up to two (2) years (One year of work experience is equal to 30 semester units or 45 quarter units).

Experience Substitution: Possession of a masters or doctorate degree from an accredited college or university in real estate business administration with a finance or real estate concentration or law degree with a real estate concentration may substitute for one year of the required experience as described above.

  • Has knowledge and experience in commercial real estate lease negotiations administration and compliance; commercial property/asset management procedures; and related sales and marketing principles.
  •  Has the ability to analyze the economic feasibility of proposed property uses problem-solve establish and maintain cooperative business relationships.
  • Is able to communicate effectively both orally and in writing.  
  • Is a champion of Ports efforts to be a diverse equitable and inclusive organization and waterfront and empower Black Indigenous and other People of Color (BIPOC) in Port operations and opportunities through equitable policies and practices.

Transportation Worker Identification Credential (TWIC) Card

This position requires that the incumbent be qualified for unescorted access to the Ports Maritime Transportation System (MTS).  An application for a TWIC card may be submitted after employment has commenced.  Employment in this position requires that the incumbent undergo a criminal history check immigration check and terrorist threat assessment including FBI fingerprints in order to determine eligibility for security clearance.  

The incumbent must submit an application for successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1 every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. Failure to acquire or maintain a TWIC card a requirement for this position may be the basis for termination from employment with the Port Commission.

Selection Procedures:
After application submission candidates deemed qualified must complete all subsequent steps to advance in this selection process which includes the following: 

Step 1: Written Multiple-Choice Exam: (Weight: 40%)

Candidates who meet minimum qualifications will be invited to participate in a written examination designed to evaluate the candidates relative knowledge skill and ability in job related areas which may include but not be limited to knowledge of lease negotiations administration and compliance property/asset management procedures and sales and marketing principles; ability to analyze economic feasibility of proposed property uses; ability to analyze complex situations and problem-solve; maintain cooperative business relationships and to communicate effectively both orally and in writing including the ability to interpret and explain policies and to conduct difficult negotiations interact effectively courteously and tactfully with tenants stakeholders Port and outside agency staff and general public.

Examination Information:

  • Tentative Exam Date: Week of July 28 2025
  • Exam Location: To be announced. Please note: this examination is only held in San Francisco.  This is a standardized examination and therefore test questions and answers are not available for public inspection or review.

Step 2: Supplemental Questionnaire (SQ) Evaluation: (Weight: 60%)

Candidates who pass the Written Multiple-Choice Exam will be sent a link to complete the Supplemental Questionnaire via email after the closing of this filing period. Applicants will be given a deadline to return the Supplemental Questionnaire. The Supplemental Questionnaire is designed to measure knowledge skills and/or abilities in job-related areas which have been identified as critical for positions in class 9395 Property Manager Port of San Francisco. Please note: Your SQ evaluation will only be scored if you received a passing score on the Port Property Core Exam.

Failure to complete these steps by the established deadlines may result in disqualification. 

A passing score on BOTH the Port Property Manager Core Exam and Supplemental Questionnaire Evaluation must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established so applicants can view the ranks final scores and number of eligible candidates. Applicant information including names of applicants on the eligible list shall not be made public unless required by law. However an eligible list shall be made available for public inspection upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g. as a result of appeals) as directed by the Human Resources Director or the Civil Service Commission. 

The duration of the eligible list resulting from this examination process will be twelve (12) months and may be extended with the approval of the Human Resources Director. 

Certification Rule: 

The certification rule for the eligible list resulting from this examination will be Rule of the List.

Terms of Announcement and Appeal Rights:
