Job Description

Qualifications:

  • Bachelors degree in accounting business or school finance or a loosely related field preferred;
  • 5 years of responsible payroll experience preferably in a public school system;
  • School Business Management Certification from the School Business Management Academy preferred;
  • Equivalent combination of training and experience which provides the required knowledge skills and abilities.

Nature of Work:

Under general supervision performs supervisory and responsible professional accounting work in overseeing the School systems general accounting programs. Work involves supervising activities of a staff of payroll technicians in the performance of designated functions and participating in auditing and maintaining the general ledger. The employee is responsible for compiling data for various reports required by oversight agencies and assisting outside auditors.

Essential Job Functions & Responsibilities:

  • Supervises payroll staff of 3 employees.
  • Prepares and enters data for monthly payroll payments computing proper payment according to employees status (i.e. 10-month 11-month 12-month full-time or part-time)
  • Edits payroll by reviewing data submitted from schools regarding hours and days worked as well as absences
  • Maintains employee payroll records including data such as names addresses telephone numbers retirement numbers employment anniversary years of service deduction information direct deposit requests tax forms sick leave annual leave days worked and days paid
  • Verifies changes in salaries and employment status as authorized by Department of Human Resources
  • Records 12-month pay option for appropriate 10-month employees
  • Prepares supplements twice a year for employees
  • Understands and implements policies rules and regulations and laws governing State of North Carolina school payroll
  • Assists with upgrading and maintaining salary tables
  • Assists with set up of payroll calendar
  • Prepares employment verifications
  • Processes (prints) checks and/or direct deposits
  • Prepares W-2 forms for all employees
  • Prepares and submits annual W-2 file to appropriate State and Federal departments
  • Resolves monthly audit exceptions according to guidelines from NCDPI Salary and Licensure section and makes any required adjustments through the BUD software system
  • Manages personnel allotments to ensure maximum use of funds
  • Updates software system control tables
  • Completes various local State and Federal reports and surveys.

The applicant must also possess the following knowledge skills and abilities:

  • Must possess a working knowledge of Microsoft Office Programs.
  • Ability to work independently and manage multiple tasks to meet established deadlines.
  • Extensive Word Processing skills; Internet; e-mail Word Excel PowerPoint.

Physical Requirements:

  • This work will require frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force.
  • Work will regularly require speaking or hearing frequently requires walking and sitting and occasionally requires standing using hands for manual dexterity or to handle or feel stooping kneeling crouching or crawling reaching with hands and arms and lifting.
  • Work will require preparing and analyzing written or computer data; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office light traffic).
