Programme Officer

Organizational Setting and Work Relationships
The Programme Officer may be based in HQ field/regional bureau typically reporting to and be guided by the Senior Program officer and may supervise a small team of local and international staff. He/she may refer to UNHCRs Programme Manual (Chapter IV) UNHCRs corporate and regional strategic priorities operation plans and other relevant institutional rules and regulations for further guidance.
The Programme Officer will provide programmatic guidance and support with regard to the implementation of protection and solutions strategies within available resources. S/he will coordinate with the other sections/units to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. S/he will work in line with the overall UNHCR directions which crucially require working with partners including with forcibly displaced and stateless persons governmental institutions and the private sector ensuring that programme management is approached as per UNHCRs Strategic Directions Global Strategic Priorities (GSPs) Global Compact for Refugees (GCR) corporate positions on SDGs.

The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities in line with the regulatory framework of UNHCR which includes the UN Charter UN Staff Regulations and Rules UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition staff members are required to discharge their responsibilities in a manner consistent with the core functional cross-functional and managerial competencies and UNHCRs core values of professionalism integrity and respect for diversity.

Duties
- Support in assessing and analysing the needs of forcibly displaced and stateless persons in a participatory manner using an Age Gender and Diversity (AGD) perspective as basis for planning.
- Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities.
- Support Results Based Management and programme capacity in light of evolving requirements programming approaches and gaps.
- Support the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions.
- Review and analyse plans mid-year and year-end reports of UNHCR office(s) ensuring quality assurance and compliance with established policies guidelines procedures and standards.
- Support in the provision of overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for forcibly displaced and stateless persons.
- Provide support to ensure a consistent application of the framework for implementing with partners including the effective implementation of the policy on selection and retention of partners management of partnership agreements risk-based project performance monitoring and risk-based project audits among others.
- Contribute to ensure consistent and coherent monitoring approaches tools and systems in line with global standards and polices.
- Actively contribute to UNHCRs programming of community of practice and continuously contributing to improvements of programming tools and processes.
- Identify potential gaps and problems and in cooperation with other relevant sections recommend appropriate solutions to ensure the efficient implementation of programme activities.
- Oversee a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks issues and concerns to a supervisor or to relevant functional colleague(s).

Minimum Qualifications
Education & Professional Work Experience
For P3/NOC - 6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree.

Field(s) of Education
Economics Business Administration Social Sciences
or other relevant field.

Essential
Demonstrated experience in programme management including familiarization with the OMC and sound knowledge Results Based-Management. Demonstrated experience in field operations sound knowledge on the centrality of protection in programming Joint Needs Assessments and the principles of targeting.

Desirable
Demonstrated experience in coordination within an inter-agency context and other actors in a refugee or humanitarian context. Sound experience in program management training and capacity building activities.

Desired Candidate Profile

The candidate should possess extensive experience in supervising and coordinating all programme-related activities in refugee contexts as well as managing partnerships with national and international NGOs and UN agencies. The following are assets: experience with the Inter-Agency planning process expertise in developing multi-year strategies that adhere to the new RBM framework experience in joint programming and proficiency in overseeing earmarked expenditures and crafting project proposals for ECHO CERF or other donors. Experience in supervising teams and experts is essential as the incumbent will lead the programme section in Algeria manage the programme teams in the country office and sub-office and oversee specialists in WASH public health and livelihood initiatives. The candidate should also have experience in Programme/Project Management and a profound understanding of the fundamentals of the Programme Management cycle. They should be knowledgeable about UNHCR planning financial management and reporting systems and must be capable of working under pressure particularly given the complexity and diverse contexts of Algerias operation. Proficiency in English is essential for this position. The preferred languages include Arabic Spanish and French.

The Programme Officer reporting directly to the Head of Sub Office in Tindouf is a critical managerial position who leads the Programme Unit. Though the Programme Officer position is based in Tindouf s/he is expected to oversee and supervise the program implementation in Algiers office. S/he has direct supervisory responsibility for programme staff which includes a functional supervisory role for programme colleagues in field offices.

To fulfil this role the incumbent is required to work in line with the overall UNHCR directions which crucially require working with partners including persons of concern governmental institutions and the private sector ensuring that programme management is approached as per UNHCRs Strategic Directions Global Strategic Priorities (GSPs) Global Compact for Refugees (GCR) corporate positions on SDGs.

The Sahrawi operation represents one of the protracted refugee situations globally. Due to the unique circumstances surrounding the Sahrawi refugees UNHCR has not conducted formal registration in the five camps near Tindouf.

Data collection and personal information are managed by the Sahrawi themselves. Inquiries are directed to the relevant Sahrawi department. There is no official sharing of personal data between UNHCR its partners and the Sahrawi except for occasional exchanges of aggregate data.

Living and Working Conditions:

Tindouf is a town located in Tindouf Wilaya (sub administrative unit) in the south-west of Algeria with an approximate population of 50000. It is 2000 km away from Algiers the capital city of Algeria. The weather is characterized by extremely hot & dry during summer and cold during winter. Tindouf is currently classified as non-family duty station hardship level E (most hardship). There is no UNHCR accommodation in Tindouf. Staff are renting their housing and access to accommodation is fairly of acceptable standard. There are apartments relatively in good condition most are with functioning utilities such water gas and electricity. The average rental fee varies between USD 500 to 800. A Resident Security Measures (RSM) should be conducted by MINURSO Security in collaboration UNHCR FSA prior to renting a private accommodation by international staff.

Local banking facilities are available with a possibility of opening a USD bank account (birth certificate is required to open an account). The system of credit cards (visa or master card) is not used in Tindouf while in Algiers it is limited to big hotels only. It is recommended to ensure having enough cash in Euros or USD prior to your travel. The Algerian visa cannot be granted at the airport and must be obtained prior to arrival. Health facilities in Tindouf are limited and there is no recreational or leisure facilities. Tindouf is served by a daily flight to the capital city Algiers by Air Algieri. Tindouf has R&R cycle of 8 weeks (56 days) with a designated R&R location of Tunis Tunisia.

The security level in Tindouf and all camps is MODERATE (3). All movements from Tindouf to the camps should always be escorted. There is a curfew in place from 00:00 to 06:00 in the morning. MINURSO conducts radio check every Monday. Movement of international staff with in Tindouf is restricted to a recommended zone. A security clearance is required to enter Algeria (via TRIP hhtps://) and a mandatory security briefing is provided by MINURSO upon arrival. Security clearance is also required for all UN personnel when travelling internally which is processed through TRIP at .
