Primary Purpose:
To implement the program policies for recruitment of children in the Head Start program. To assist the Head Start staff to maintain full enrollment. To comply with all federal guidelines (Head Start Performance Standards Transmittal Notices etc.) and local Head Start policies in providing children and families with Head Start services.
Qualifications:
Education/Certification
- High School diploma or GED required
Skills
- College hours in related field and/or equivalent work experience preferred
- Minimum of one to three years successful experience in a position performing duties related to the job required
- Bilingual (Spanish/English) preferred
- Required proficiency in Microsoft Office Suite spelling punctuation and grammar
- Skilled in general office procedures including answering telephone filing data entry and maintaining an organized workspace required
- Must be service-oriented a team player self-motivated and responsible to complete all assignments
- Must exhibit tact and relate well to people
- Demonstrated ability to handle multiple tasks under pressure with ease
- Must project a positive professional organizational image through in-person and phone interaction with customers
- Demonstrated ability to build an extensive network of community agencies local businesses radio stations television social media and newspapers
- Head Start Program experience preferred
- Must be able to work occasional evening and weekend hours
- Valid Texas drivers license and reliable mode of transportation during work hours required
- Proof of current automobile liability insurance required
Working Conditions:
- Tools/Equipment Used: Standard office equipment including personal computer and peripherals
- Posture: Must be physically able to tolerate prolonged sitting frequent standing; occasional bending/stooping pushing/pulling twisting and standing
- Motion: Must be physically able to tolerate frequent standing and walking repetitive hand motions frequent keyboarding and use of mouse; occasional reaching occasional driving
- Lifting: Must be physically able to tolerate regular light lifting and carrying (less than 15 pounds); may require occasional heavy lifting and carrying (45 pounds or more)
- Environment: Must be physically able to work inside; tolerate frequent districtwide travel; regular exposure to noise
- Mental Demands: Must be able to work with frequent interruptions; maintain emotional control under stress; work prolonged or irregular hours on occasion

Major Responsibilities and Duties:
- Recruits in the community by placing posters and/or handouts in area community facilities businesses and other public establishments and organizes recruitment efforts at community events
- Documents telephone and/or personal contacts and recruiting efforts to promote the HS/EHS Program
- Meets with supervisor about recruiting events and efforts
- Organizes and implements HS/EHS recruitment application and community events Some evening and weekend hours are required
- Keeps records of regional recruitment efforts in data management system.
- Supplies recruiting materials to all HS/EHS locations
- Provides ongoing training and technical assistance related to data management system online applications and application follow up to Amarillo and Regional FSA/application staff
- Provides ongoing training and technical assistance related to eligibility and verifying eligibility to Amarillo and Regional FSA/application staff In-region travel may be required
- Occasional travel and outside hours as designated by ERSEA Coordinator to assist with application days Pre-kindergarten registration days and recruiting events
- Maintains files and records as assigned
- Completes Head Start/Early Head Start (HS/EHS) applications and carries out related duties regarding the intake process including enrollment paperwork and making follow-up contacts with families interested in HS/EHS
- Enters applications in the HS/EHS data management system and follows up on online applications
- Processes checks for accuracy maintains files for enrollment forms and requests additional information as needed
- Determines student eligibility for enrollment
- Assists with coordination and planning for application days in Amarillo and regional sites
- Attends all ERSEA meetings as scheduled
- Maintains application folders for all sites assigned to workload
- Assists with other administrative assistant needs as assigned
- Maintains a functioning cell phone and is accessible through this phone as deemed appropriate by the director A functioning cell phone means that it is charged activated messages checked and mailbox emptied regularly
- Reports for work ready to perform responsibilities
- Performs duties that directly and/or indirectly impact student performance in Region
- Maintains a professional level of confidentiality regarding all ESC matters
- Supports the mission goals and objectives of the ESC strategic plan
- Upholds and adheres to safety rules and policies of the ESC safety program
- Performs professional responsibilities as required by ESC policies processes and procedures
- Manages time calendar and job responsibilities to meet deadlines
- Meets proficiency levels of required technology skills as outlined by supervisor
- Incorporates appropriate technology in daily work and exhibits continual growth in technologies as outlined by supervisor
