Associate Durable Solutions Officer

Organizational Setting and Work Relationships
The Associate Durable Solutions Officer can serve as a focal point for solutions related issues in a region and reports to the Durable Solutions Officer Protection Officer or where appropriate to the Senior Protection Officer or Head of Office. The incumbent may have supervisory responsibility for durable solutions staff.

The incumbent is relied upon to contribute to ensuring a conducive environment leading towards finding durable solutions. The Associate Durable Solutions Officer should participate in consultative processes within UNHCR and a broad range of partners to promote durable solutions and advance the efficiency of UNHCRs interventions. Activities to strengthen the involvement of refugee communities and their hosts in the design and implementation of solutions strategies are a critical element of the work.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities in line with the regulatory framework of UNHCR which includes the UN Charter UN Staff Regulations and Rules UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition staff members are required to discharge their responsibilities in a manner consistent with the core functional cross-functional and managerial competencies and UNHCRs core values of professionalism integrity and respect for diversity.

Duties
- Implement activities in accordance with the comprehensive solutions strategy with a view to finding durable solutions to the maximum number of PoCs.
- Participate in the planning of and advise on opportunities for alternative solutions including available regional and national legal frameworks.
- Participate in consultative processes within UNHCR and with a broad range of regional and national external partners to promote voluntary repatriation local integration and resettlement.
- Meet PoC assess their durable solutions needs and identify the most appropriate solutions for them.
- Monitor the implementation of the durable solutions strategy and provide advice for improvements.
- Analyse statistics trends and other documents and draft reports.
- Interview and prepare Resettlement Referral Forms (RRF) in line with Resettlement SOPs.
- Interview candidates for local integration and prepare the appropriate documentation for onward submission to local authorities or partners in line with Local Integration SOPs.
- Implement and contribute to the designing of national and regional comprehensive durable solutions strategies
- Engage national and local interlocutors on durable solutions issues.
- Authorize payments relating to durable solutions.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Minimum Qualifications

Desired Candidate Profile

The desired candidate should possess:

- In-depth knowledge of the National Integration Strategy and relevant -government structures.
- Strong knowledge and familiarity with international EU and national legal frameworks on refugee rights and services.
- Strong understanding of Greek administrative law and public service interfaces.
- Proven experience in strategic partnerships including with the private sector.
- Demonstrated coordination and convening skills within multifunctional teams.
- Excellent analytical skills
- Expertise in GCR/GRF processes and pledge implementation.
- Experience with statelessness solutions is an asset.
- Given the importance of this position for the operation the successful candidate must speak and write Greek at mother tongue standard.

Currently some 142000 asylum-seekers and refugees are hosted in Greece. In 2024 some 62000 people arrived either by sea or land. UNHCR provides expert advice to the State and evidence-based information that helps inform programmes and policies for asylum-seekers and refugees. Access to international protection identifying durable solutions and support to vulnerable asylum-seekers and refugees such as unaccompanied children and survivors of gender-based violence are UNHCRs key also works with national and local authorities the private sector civil society and refugee communities to advance protection solutions and inclusion develop support networks and create employability and training opportunities for refugees. The Office retains a readiness to respond to emergencies and new arrivals with a focus on immediate support to the most vulnerable. UNHCR Greece plays a strong advocacy role since continued support is needed particularly from EU countries and EU institutions in providing immediate protection to those most at-risk through sufficient resources ensuring capacity in the country and responsibility-sharing. UNHCR will continue to assist Greek authorities in responding to both short and long-term challenges.

Under the supervision of the Deputy Representative the Associate Durable Solutions Officer leads the Solutions Unit at the Country Office and provides thematic guidance to field offices across Greece. The incumbent advises senior management on strategic advocacy and operational interventions and collaborates closely with protection and programme teams to coordinate the planning implementation and reporting of UNHCRs integration and broader solutions programming.

The Associate Durable Solutions Officer liaises with national authorities UN and EU agencies and private sector actors. In coordination with Programme and External Relations staff they engage in targeted briefings and advocacy with embassies and corporate donors. The incumbent serves as the focal point for the Global Compact on Refugees (GCR) and Global Refugee Forum (GRF) including follow-up on pledges.

The incumbent is also responsible in advising on the development of sustainable partnerships (including non-financial partnerships) to advance the solutions agenda for the Greece operation. The Associate Durable Solutions Officer ensures alignment of UNHCRs local integration efforts with the National Integration Strategy and evolving legal and policy frameworks in Greece.

The incumbent coordinates project activities under the 2021 Memorandum of Understanding with the Ministry for Migration and Asylum and leads strategic engagement with municipalities on integration and inclusion.

The position requires expertise across the full spectrum of durable solutions including voluntary repatriation resettlement complementary pathways statelessness and community-based protection with a strong age gender diversity (AGD) and accountability to affected populations (AAP) lens.

Living and Working Conditions:

Athens is the capital and largest city of Greece. Athens is a family duty station classified as H by ICSC. Public Transportation and medical facilities are well-developed and easily accessible. The educational institutions at all levels as well as international schools are available. The climate can be described as Mediterranean with hot and dry summers and cool and mild winters.

In accordance with UNDSS security risk assessment the whole Greek operation is classified as Security Level 2 (low). Security Clearance is required for travelling in the country.
