Senior Finance Associate

Organizational Setting and Work Relationships
The Senior Finance Associate is normally supervised by the (Senior) Finance Officer who defines general work objectives and provides necessary advice and guidance. The incumbent also refers to UNHCR Manuals and relevant policy papers on financial issues. The incumbent works quite independently on regular assignments with an oversight from the supervisor.
The incumbent assists with the processing of financial transactions. S/he keeps frequent contact with staff at various levels in the office and with bank officials to exchange information. The incumbent normally supervises some support staff.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities in line with the regulatory framework of UNHCR which includes the UN Charter UN Staff Regulations and Rules UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition staff members are required to discharge their responsibilities in a manner consistent with the core functional cross-functional and managerial competencies and UNHCRs core values of professionalism integrity and respect for diversity.

Duties
- Oversees the processing of financial transactions and reconciliations in line with relevant policies and procedures.
- Provide financial reports as per financial guidelines and when required.
- Maintain ledgers and accounting records for classification and recording of financial transactions and for the reconciliation of accounts and preparation of recurring or special reports.
- Ensure timely and accurate calculation and payment of salaries allowances travel claims and other payments to staff members experts and consultants vendors and other claimants.
- Contribute to the preparation and processing of monthly accounts.
- Prepare financial data for budget estimates and financial planning.
- Ensure reconciliation of cash books with bank statements.
- Maintain liaison with officials of local banks and financial institutions to obtain day-to-day information on exchange and interest rates changes in procedures and regulations and matters pertaining to maintenance of office bank accounts.
- Assist colleagues in all aspects of accounts maintenance and budget control by providing reports on financial status procedures exchange rates costs and expenditures and potential funding problems.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Operational Context

The war in Ukraine has been the fastest growing and largest displacement crisis in Europe since World War II and has precipitated a regional refugee response of commensurate scale. Following the Russian Federations large-scale invasion of Ukraine in February 2022 the flow of refugees into neighbouring countries and beyond has been met by a remarkable mobilization of assistance by national and municipal authorities civil society actors local volunteers and refugees themselves all contributing to ensure protection and meet the essential needs of those fleeing violence. The refugee response continues to address significant needs in host countries such as in Romania. Notably the 2025-26 Refugee Response Plan (RRP) reflects the increased national and local ownership of the response and greater investment by host governments and national civil society in the socio-economic inclusion of refugees.

As of 01 June 2025 more than 6.3 M refugees were recorded in Europe. As of 30 April 2025 more than 184.4 K individuals were issued Temporary Protection in Romania under the EU / national Directive with a gender breakdown of 51% female and 49% men of which 64% are adult 27% children and 9% elderly. Most of the Ukrainian refugees live in urban settings mainly in Bucharest and Constanta as well as in Brasov Cluj and Suceava among other Counties in the country. The Government of Romania and UNHCR have been actively responding since the onset of the emergency back in 2022 both at the borders and in the areas where refugees are settling. Close collaboration and policy coordination with the government are maintained at national and local levels. Through the Inter-Agency Refugee Coordination Model and the RRP UNHCR in partnership with UN agencies NGOs and all stakeholders involved supports the governments refugee response ensuring full harmonization and complementarity both at central and local level. UNHCR Romania has its Country Office in Bucharest and a Field Office in Timisoara where the Emergency Transit Center was established in 2008 while its Field Offices in Suceava and Constanta will be closing due to the current funding situation . UNHCR Country Office together with its partners will continue covering the response at national level.

In this context the G7 Senior Finance Associate position will be under the direct supervision of the Associate Administrative Officer Head of the Administration Unit and embedded in a team composed of one Administrative Associate one Senior IT Associate and two drivers while the position will supervise one Finance Associate currently under recruitment. The team which is part of the wider Operations team is focusing on the overall operational preparedness and delivery and the Offices Administration Finance and IT management. The Unit also provides support to the Office in Timisoara and to all staff in the operation and actively participates in the UN Operations Management Team (OMT) with other UN agencies present in Romania.

Senior Finance Associate role:

Resource Provision: Ensure the availability of resources through timely financial transactions to support day-to-day office activities including operational advances and consistent cash flows.
Policy and Procedure Guidance: Provide advice on financial policies and procedures and the use of systems in place as a result of the organizations business transformation process (BTP).
Financial Compliance: Control admin-finance arrangements and recommend compliance measures with UNHCR requirements.
Resource Management: Advice on resource requirements for proper operational functioning through timely implementation of ABOD OPS and Staffing budgets (payments to suppliers salary payments etc.)
Internal Controls: Assist in implementing processes and procedures to improve and strengthen internal controls in line with UNHCR rules and regulations.
Financial Report Review: Participate in reviewing the Country Financial Report and provide spending clarifications.
Quality and Timeliness Monitoring: Monitor the quality and timeliness of goods and services delivered to the office.
Payment Approval: Review and approve payments within assigned authority limits.
System Support: Implement and support systems policies processes and procedures to improve and strengthen internal controls.
Training Coordination: Coordinate training and capacity-building activities for staff in administrative areas.
Additional Duties: Perform other related duties as required.


Desired Candidate Profile
The candidate must demonstrate the ability to work effectively in a team and proactively collaborate with colleagues. The candidate must have strong communication skills both oral and written and solid analytical skills are required including from the risk management approach. Sound experience in capacity building activities and training facilitation skills are essential.
Fluency in English and Romanian are essential. The position is based in the Bucharest Country Office. The position requires demonstrated knowledge and experience in the finance procedures.

Remuneration:
In case of appointment a competitive compensation and benefits package is offered.
G7 - Salary range: NET 10571.71 RON - NET 13396.50 RON.

Annual leave: UNHCR staff members holding a fixed-term appointment will accrue annual leave at the rate of 2.5 working days for each full calendar months of service (i.e. 30 working days per year).
