General Statement of Duties:This is advanced-level professional work in the fields of supervision planning scheduling records management project management and grant administration.
An employee in this class uses a variety of techniques and computer software in order to maintain records research and schedule training monitor certification deadlines for multiple employees research administer and manage grants and manage projects through delegation acquisition planning and scheduling.
The Resource Administrator supervises the Fiscal Manager under the direction of the Police Department Command Staff.
Minimum Qualifications:Graduation from an accredited college or university with a Bachelors Degree in Accounting Project Management Business Administration or related and a minimum of five years of experience in project management office management accounting grant administration or related field. Public sector experience is preferred. Possession of a valid State of Ohio drivers license.
Skill in using databases spreadsheets presentation and reporting software. Skill in data entry and use of word processing software. Skill in establishing and maintaining effective working relationships with other persons. Ability to manage employees. Ability to work independently and to effectively compile and analyze data and organize results into a presentable form in order to create regular reports to the Command Staff. Ability to write clearly succinctly and comprehensively. Ability to interpret complex information. Ability to communicate effectively. Ability to organize plan and schedule.
Unique Requirements/Physical Requirements:There are three primary areas of responsibility for the position of Resource Administrator: managing the records and schedule related to training for all police personnel; research and administration of police department grants; and project management. While proficiency in each category is essential in maintaining an efficient police department the ability of the Resource Administrator to monitor certification deadlines schedule training coordinate approvals and maintain training records is paramount in his or her duties. The coordination of training and grants requires an understanding of local ordinances related to the approval of travel requisition and purchasing. The Resource Administrator must be knowledgeable about certification standards and training requirements associated with Ohio law enforcement as well as requirements inherent in a city government system and must respect the authorities of several governmental offices including the Auditor Treasurer City Council and the Office of the Mayor. He or she must coordinate with representatives of various city and state offices and abide by the regulations set forth by each level of authority. As part of his or her grant responsibilities the Resource Administrator is also the financial
point of contact for the city regarding law enforcement-related grants. As such he or she must maintain records of grant expenditures and inventories of grant-purchased equipment and make modifications to grant budgets when necessary.
The Resource Administrator supervises the Fiscal Manager and delegates appropriately in order to plan schedule and manage police department projects at the direction of the Command Staff. This requires collaboration with multiple vendors and other city agencies the ability to develop timelines and schedule contractors accordingly and to anticipate obstacles and create solutions in the course of the project. The Resource Administrator is responsible to the police Command Staff for the efficient management and completion of projects.

IMPORTANT NOTICE TO VETERANS
As provided in ORC 124.23C any person who has completed service in the uniformed services who have been honorably discharged from the uniformed services or transferred to the reserve with evidence of satisfactory service and who is an Ohio resident and any member of a reserve component of the armed forces of the United States including the Ohio National Guard who has completed more than 180 days of active duty service pursuant to an executive order of the President of the United States or an act of Congress of the United States may file with the director a certificate of service or honorable discharge (DD-214 Long version) and upon this filing the person shall receive an additional credit of twenty percent (20%) of the persons total grade given in the examination in which the person receives a passing grade.
A member in good standing of a reserve component of the armed forces of the United States including the Ohio National Guard who successfully completes the members initial entry-level training shall receive a credit of fifteen percent (15%) of the persons total grade given in the examination in which the person receives a passing grade.
