Reporting to the Associate Superintendent of Personnel the Director of Human Resources is a leadership role accountable for developing implementing directing and evaluating the Human Resource functions for the Division. The position participates in strategic planning and is given responsibility for developing and implementing creative and innovative opportunities that will move the Red Deer Catholic Regional School Division forward.
The key areas of responsibility for this position include recruitment labour relations/ contract negotiations employee relations professional/ leadership and organizational development human resource administrative procedure development and disability management. This position provides leadership guidance and direction to the Divisions leaders on all matters relating to Human Resources.
The Director of Human Resources:
Promotes a positive collaborative and effective HR environment in support of the divisions vision mission and the Boards strategic imperatives.
Provides sound advice and decision-making on a diverse variety of HR matters working with other members of the division community and leadership as well as external agencies.
Provides a strong service orientation and maintains an exceptional standard of integrity and ethical leadership; assumes responsibility to ensure communications across the division are respectful and effective.
Supervises HR staff who support the HR work of the Division.
Has a broad organizational understanding that is obtained by working closely with the Executive team and other leaders within the Division.

Key Responsibilities:
HR Department Management:
Develops the capability of the Human Resource Department through appropriate performance management employee relations engagement training job performance and development of staff.
Develop and implement HR policies procedures and programs to support the strategic goals of the school division.
Learn and navigate the Divisions information system (HRIS) including acting as key HR liaison as we transition to a new HRIS.
2. Attendance Support:
Develop and implement attendance support programs to reduce absenteeism and support employee well-being.
Monitor and analyze absence data to identify trends and develop strategies for improvement.
Work with employees supervisors and union representatives to manage return-to-work plans and accommodations.
3. Compliance and Risk Management:
Ensures adherence to legislation labour standards government and regulatory requirements as well as Division policies and procedures.
Identify and mitigate HR-related risks to protect the school division and its employees.
Stay current with HR best practices trends and legislative changes to ensure the division remains compliant and competitive.
Qualifications:
Bachelors degree in Human Resources Business Administration or a related field (Masters degree preferred).
CPHR or equivalent HR designation is required or working toward the designation.
Minimum of 5-10 years of progressive HR experience including management roles in a unionized environment.
Strong HR generalist with extensive knowledge in all HR functions including labour and human rights legislation compensation job evaluation recruitment retention organization development wellness and talent management.
Strong knowledge of Alberta employment laws regulations and HR best practices combined with strong analytical skills and ability to interpret and apply employment laws and practices and translate them into understandable terms
Excellent communication and conflict-resolution skills.
Ability to work effectively with diverse stakeholders including union representatives employees and senior leadership.
Strong organizational and analytical skills with the ability to manage multiple priorities and deadlines.
