I. JOB SUMMARY:
Amref Health Africa is seeking a Senior knowledge Management and Learning Advisor to provide technical leadership and support mainly for the Amref Programs and projects that focused on RMNCH Youth development Health system strengthening WASH and DPC implemented throughout the country. This position holder will support the Program and implemenaiton and M and E director in designing and leading the implementation of projects knowledge management systems support organsiational staffs capability building KM and and documenting and sharing the programs progress innovations and success stories and through this process support organsaitonal resource mobilisation by feedling relevant evdiences from the KM.
The senior advisor will be the lead for the KM an learning activities within Amref and will serve all other Amref projects with expditing knowledge sharing and advancing learning across the different projects. S/he is responsible for the development of knowledge management platforms including establishing in-country community of practice and information dessimination brouwn bag sessions data generation data capture data synthesis and data sharing processes among the consortium partners leading to effective program implementation. This position will internally and externally communicate such knowledge products experiences success stories and innovation increasing Amref Ethioppia projects visibility with beneficiaries government counterparts and donors.
II. DUTIES AND RESPONSIBILITIES:
The and Learning Advisor will have the following duties and responsibilities:
KM Systems Strengthening
- Design continuous learning and KM strategy for Amref program needs assessments available program data within the different projects and engagement of young people and other service clients; and develop and implement Amref knowledge management system based on assessment with specific objectives in alignment with the M&E plans.
- Create opportunities to generate knowledge and capture and synthesise all information through knowledge management tools and technics; establish a systematic approach to ensure consistency.
- Work with Amref staff to create user-friendly knowledge sharing mechanisms as part of the overall Amref platform; this may include program fact sheets roundtables with youth and stakeholders robust virtual platform and case studies.
- Coordinate and collaborate with technical advisors ICT and other project managers and their MEL units in the design and implementation of the Amrefs M and E system and ensure resources are available for full implementation.
- Support Program Implementation Directors and other program Managers and other project staff in the development and implementation of M and E and Learning including adaptation/development of knowledge management and learning indicators.
- Ensure knowledge management system feed the learning and adapting of knowledge
- Develop a system that helps regularly share a learning aspect of Amref
Technical Support
- Collaborate closely with program and project Monitoring and Evaluation (M&E) teams to facilitate the implementation of program learnings and to enhance the capabilities and technical capacities of both programs and projects.
- Support the development and implementation of a learning plan that outlines key learning questions stakeholders and their roles and broad stakeholder engagement at multiple levels.
- Support collaboration among implementing partners and other stakeholders to discuss findings from research studies evaluations and assessments and identify how they can adapt program implementation to improve sustainability of outcomes.
- Facilitate strong collaboration learning and adaptive management practices
- Closely work with Amref staff to design and organize training on KM and learning system implementation including virtual space utilization and experience sharing practices.
- Provide support to the program implementation and M and E director and programs teams on how to better generate capture synthesize and share knowledge with beneficiaries at the centre through a wide range of communication medium; to ensure that success stories and scientific publications are prepared and disseminated broadly.
Data Management use and Reporting
- Develop systems and processes which assist Amref projects staffs to easily access and use data learning knowledge (internal and external) and evidence of impact to improve existing practice and to inform decision making planning project wide activities.
- Lead in organizing experience sharing and acquiring knowledge from the different projects staffs and consortium partners in advancing the projects knowledge and learning processes and increase collaboration among the key partners.
- Be responsible for the analysis of social networks and formation of communities of practice within the Amref
- Analyse the effectiveness of the KM systems and detail plans of actions and report to Amrefs consortium and other Amref project staff for better implementation and use.
- Monitor KM indicators and report performances against established targets.
- Support in the compilation of selected big and targeted donor reports to ensure quality and the outcomes and best practices are captured
- Ensure stakeholders have access to the latest projects implementation status/information and apply that to improve similar programs and practices.
- Document and disseminate the initiatives innovative and sucessful experiences and achievements including publications and best practices generated through KM system to relevant stakeholders of Amref.
Leadership
- Take the leadership of documenting best practices outcome harvesting of projects/programs and encourage best practice among teammates using the different platforms that will be established
- Coordinate the work and professional development of a small KM team that will be established within Amref.
- Mentor team and identify opportunities for professional growth in KM and learning.
- Provide quality assurance and technical oversight for KM-related activities and products
- Integrate and institutionalize KM and learning best practices as needed by building Amrefs staff capacity
- Serve as a member of KM for the global practice
Additional roles
- Facilitate use of knowledge sharing and learning products
- Work closely the proposal and or resource mobilisation team using the learning from the existing
- Share learnings and support in the proposal developments with program and BD teams
- Work with Amref program technical teams to develop program briefs and fact sheets and update regularly regular program updates regular regional learning updates
- Perform other duties as assigned by immediate supervisor
Qualifications :
Qualifications and Experience
- MSc/MA degree in statistics health informatics education communication marketing or social science or equivalent education
- BSC/BA degree in statistics health informatics marketing or social science or equivalent education and 12 years work experience.
- A minimum of seven years experience managing or providing KM expertise to donor-funded projects.
- Knowledge and experience in different data base and statistical packages (DHIS2 SPSS STATA Epi Info Microsoft office applications);
- Demonstrated commitment to creating a learning environment in an activity including experiences leading knowledge management practices.
- Strong presentation reporting and communication skills; Ability to work effectively under pressure
- Previous experience implementing USAID or donor-funded projects preferred.
- Excellent planning management and communication skills; ability to work in teams.
- Excellent interpersonal and communication skill; Experience working collaboratively with teams from diverse backgrounds.
- Experience cultivating relationships and collaborating with a variety of Ethiopian stakeholders including youth government ministries and officials NGOs donors the private sector and community-based institutions.
- Strong verbal and written skills in English (Level III for both) are required. Knowledge of Amharic is required.
