The Red Gate Group is seeking a highly motivated and experienced Senior Portfolio Analyst to support the Office of Naval Research (ONR). Based in Arlington VA this position plays a pivotal role in managing analyzing and optimizing a dynamic portfolio of cutting-edge science and technology (S&T) investments that directly impact future Naval capabilities.
Working within a key ONR departmenta hub for innovation in human performance artificial intelligence autonomy and biological systemsyoull collaborate with top-tier scientists strategists and decision-makers to ensure the seamless alignment of strategic objectives financial execution and technology development.
Key Responsibilities:
Serve as a strategic advisor and lead analyst for ONRs Technology Candidate Portfolio
Manage the full lifecycle of portfolio activities from planning and budgeting to execution and performance assessment
Provide expert support for the Planning Programming Budgeting and Execution (PPBE) and Program Objective Memorandum (POM) processes
Draft and review RDT&E budget exhibits ensuring accuracy and compliance with Navy requirements
Analyze financial and technical data using MS Office tools PBIS Navy ERP and custom dashboards
Prepare high-impact presentations briefings and data calls for senior ONR DoD and Congressional stakeholders
Coordinate and lead meetings with Navy S&T executives; record action items and ensure timely follow-through
Take proactive ownership of business operations to drive process improvement and portfolio efficiency
Qualifications :
Minimum Qualifications:
Active SECRET clearance
Bachelors degree and 10 years of portfolio or program analysis experience supporting the DoD; 5 years must include financial planning and execution of S&T programs
In-depth knowledge of DoN financial systems and RDT&E appropriations
Proven track record in PPBE and POM processes and government budget documentation
Demonstrated ability to communicate complex information to senior leadership clearly and effectively
Skilled in MS Excel PowerPoint SharePoint and other web/database tools for financial and performance analysis
Experience managing high-level meetings tracking deliverables and driving strategic execution
Strong organizational skills and a self-starting mindset with limited need for oversight
Preferred Qualifications:
Prior experience handling and managing classified material and secure briefings
Experience with Navy ERP and PBIS reporting
Familiarity with Congressional tasking processes and S&T legislative liaison
