Job Description

We are seeking a Procurement Coordinator with experience in federally funded projects to supportprocurement activities across multiple initiatives. The successful candidate will ensure compliance with Federal State and local procurement regulations while assisting in the development administration and coordination of procurement processes for infrastructure disaster recovery or capital improvement projects.

Key Responsibilities:

  • Coordinate procurement activities in compliance with Federal procurement standards including competitive bidding contract administration and documentation requirements.

  • Assist with the preparation of procurement documents such as Requests for Proposals (RFPs) Invitations for Bids (IFBs) scopes of work bid tabulations and evaluation matrices.

  • Monitor procurement timelines project milestones and deliverables to ensure timely execution of contracts.

  • Support vendor solicitation selection and negotiation processes; maintain communication with suppliers and contractors throughout the procurement lifecycle.

  • Ensure that procurement files are complete auditable and in compliance with federal and agency-specific requirements (e.g. FEMA HUD CDBG-DR USDA or DOT).

  • Track budget allocations expenditures and contract performance reporting discrepancies or risks to management.

  • Liaise with internal departments including legal finance compliance and technical teams to coordinate procurement planning and approvals.

  • Assist in training staff or subrecipients on procurement best practices and regulatory compliance.

Qualifications:

  • Bachelors degree in Business Administration Public Administration Procurement Supply Chain Management or related field.

  • Minimum of 35 years of experience in procurement or contract management preferably in federally funded or public sector projects.

  • Working knowledge of Federal Acquisition Regulations (FAR) 2 CFR 200 Uniform Guidance or other applicable federal grant requirements.

  • Strong organizational communication and analytical skills.

  • Proficiency in Microsoft Office Suite; experience with procurement systems or ERP software is a plus.

  • Bilingual (Spanish/English) preferred if applicable to your location.

  • Certification such as CPPB CPPO or PMP is a plus.

Preferred Experience:

  • Previous work in disaster recovery programs (e.g. FEMA PA HUD CDBG-DR/MIT).

  • Familiarity with Davis-Bacon Act Buy American provisions Section 3 compliance or similar federal regulations.
