Duties:
Reporting to the Director of Environmental Services the Manager Distribution and Collection provides professional strategic leadership to the Distribution and Collection Department. This position is responsible for operating an efficient reliable and regulatory compliant Water Distribution Wastewater Collection and Stormwater Drainage systems. The incumbent develops the departments vision long-term goals and implementation roadmap for the responsible management of water resources. Collaborative and people focused this position is responsible for developing engaged and highly competent staff providing excellent service delivery. Utilizing sound technical knowledge and providing excellent customer service this position is responsible for developing strong and cohesive relationships with internal and external stakeholders.
Leadership and Supervision
Oversee and manage the operations of Water Distribution Wastewater Collection and Stormwater Drainage systems ensuring systems are operated in compliance with regulations.
Manage professional and competency development of staff ensuring staff develop the soft skills and technical competency needed to succeed in their roles.
Provide management and direction to employees by planning assigning and supervising work. Ensure optimum utilization of staff through their selection training development and motivation.
Manage performance of staff through coaching mentoring and performance reviews.
Motivates employees to achieve team and City goals and objectives.
Creates a culture that values supports and reflects diversity.
Ensures performance discussions are completed maintaining two-way dialogues on work and results.
Ensures employees develop the necessary skills and knowledge to help further their careers with the City.
Safety and Environment
Actively participate and implement the Citys Safety Management System.
Assesses and develops and Standard Operating Procedures (SOPs) to provide a safe environment for staff and the public.
Ensures that all staff are participating and are actively using the Citys safety policies procedures and systems.
Ensures regulatory compliance with all aspects of the facilities operations.
Ensures compliance with risk management emergency procedures Occupational Health and Safety Standards and security measures.
Budget Management and Administration
Lead procurement activities for necessary materials small equipment and services. Actively manage multi-year service contracts such as the Water and Sewer Maintenance Program.
Prepare monitor and manage the departments capital operating and revenue budget.
Review and provide input on capital upgrades master plans and municipal development standards.
Relationship Building
Build and maintain strong stakeholder and customer relationships.
Build and maintain effective working relationship with the public businesses industries and other stakeholders.
Communication and Customer Service
Address customer inquiries concerns and feedback promptly and effectively.
Regulatory Compliance
Act as the Citys liaison with provincial regulatory agencies ensuring compliance to reporting monitoring permitting and other regulatory requirements.
Actively participate in scheduled regulatory audits and ensure timely implementation of required corrective actions.
Develop and implement plans and/or programs to meet upcoming federal or provincial requirements related to Water Distribution Wastewater Collection and Stormwater Drainage Systems.
Act as a liaison between the City of Lloydminster and provincial regulatory agencies ensuring compliance with audits Permits Standards Guidelines and Acts.
Operations
Maintain and implement an effective preventive maintenance program conduct regular program reviews and execute changes for continuous improvement as needed.
Provide recommendation on construction of water wastewater and stormwater utility infrastructure for new development or redevelopment.
Develop implement evaluate and improve programs related to reliability protection and sustainability of water resources and infrastructure.
Utilize and leverage Advance Metering Infrastructure (AMI) System to enhance customer service support water conservation initiatives and evaluate and improve system performance.
Develop and implement operations maintenance and inspection programs ensuring systems equipment and infrastructure are maintained on a regular basis condition is assessed and needs for planned or emergency repairs are identified.
Procure award execute and actively manage multi-year service agreements to support delivery of services operations and regulatory compliance.
Develop policies and bylaws to support operations and programs establish rates and surcharges and provide a framework for program implementation.
Implement regular program evaluation conduct data analysis and implement action plans to address gaps and improve programs.
Collaborate with the Citys Communication team to develop and implement strategies to engage and educate the public on programs.
Capital Programs
Identify and scope capital projects to support current operations long-term planning and overall infrastructure and financial sustainability.
Implement Operations-led capital projects including planning procurement and project management.
Provide technical review and operational input on Engineering-led capital projects. Collaborate with Engineering on planning procurement design and construction management.
Other
Attend evening and weekend meetings (as required).
Perform other duties assigned from time to time as required.
Schedule:
The majority of this position is office based normally working hours between 8:00 a.m. - 5:00 p.m with the requirements to work outside the normal hours and be available in short notice. This position will also have the occasional requirement to be field based for the normal working hours. Exposure to adverse weather conditions and potentially hazardous worksites exist.
Qualifications:
Completed two-year post-secondary diploma studies in Water/Wastewater Technician Program Environmental Science Engineering or a closely related discipline from a recognized institution
A minimum of five years experience in a similar position or a related field with three years supervisory experience is required.
A combination of formal knowledge and experience may be considered.
Class III Water Distribution or Class III Wastewater Collection Certification.
Ability to communicate effectively both verbally and in writing with all levels of stakeholders.
Ability to build and maintain effective working relationships with the public businesses industries companies and other city departments with a strong focus on customer service.
Show passion for the work sense of urgency commitment to serve the people customer and results focused.
A valid Class 5 Drivers License registered in Alberta or Saskatchewan with an acceptable Drivers Abstract is required. This position may be required to operate a personal or municipal vehicle for business purposes.
